When making offerings, (the monks) would drive pegs into the stupa and hang garlands of flowers. Brahmins and devout householders, seeing this, would ridicule, saying, 'Why do these monks drive pegs into the stupa of the teacher, which has no pegs?' The monks reported this matter to the Blessed One. The Blessed One instructed, 'The ridicule of the Brahmins and householders is justified. Therefore, do not drive pegs into the stupa, but rather secure it with small, cow-tooth-like objects.' After the Blessed One instructed to secure it with small, cow-tooth-like objects, the monks began to drill holes in the stupa, preparing to install the cow-tooth-like objects. The Blessed One instructed, 'Do not drill holes in the stupa to install cow-tooth-like objects, but rather install them when building the stupa.' When making offerings, the monks would climb the stupa and hang the garlands of flowers on the perfume bottles. Brahmins and householders, seeing this, would ridicule, saying, 'Why do these monks trample on the teacher's stupa in this way?' The monks reported this matter to the Blessed One. The Blessed One instructed, 'The ridicule of the Brahmins and householders is justified. Therefore, monks should not trample on the teacher's stupa. If it is for the sake of making offerings, then let the householders climb the stupa. If there are no householders, then let the novice wash his feet, anoint them with oil, or wrap them in cloth before climbing the stupa. If none of these are available, the monk should visualize the teacher being there, and at the appropriate time, climb the stupa in that manner and draw patterns with incense.' If the stupa is too large to climb, the Blessed One instructed, 'Climb it by pulling on a rope.' When offering garlands of flowers to the stupa of hair and nails, and those garlands become old and unsightly, the householder Anāthapiṇḍada offered garlands of flowers to the stupa of the Blessed One's hair and nails, and those garlands became old and unsightly, if the Blessed One allows, then offer garlands of jewels to the stupa of the Blessed One's hair and nails.
