The venerable Upali asked the Buddha, the Bhagavan: Venerable, the arbitrator knows the settlement of disputes, knows the pacification of disputes, knows that disputes are completely pacified and do not arise later, knows the arising, knows the enactment, knows the subsequent enactment, knows the prohibition, knows the permission, knows the actions done and not done. Upali, the arbitrator who possesses these eleven qualities is a Vinaya holder, capable of pacifying disputes. Furthermore, there are eleven qualities. What are the eleven? Knowing offenses, knowing non-offenses, knowing serious offenses, knowing minor offenses, knowing the arising of offenses, knowing the release from offenses, not acting out of desire, not acting out of hatred, fear, or ignorance, and knowing what actions of punishment should and should not be done. Upali, these eleven qualities lead to the expansion of what is to be pacified. Furthermore, there are eleven qualities. What are the eleven? Being skilled in the Sutras, being skilled in the Vinaya, being skilled in the distinctions, entering the teachings, distinguishing the Sutras, not holding onto errors, not holding onto secret words, holding onto what is not eaten by demons, not holding onto many words, holding onto vows, and rebuking up to three times. Upali, the arbitrator who possesses these eleven qualities is a Vinaya holder, capable of pacifying disputes. How many qualities are needed to completely pacify disputes? Upali, twenty-one. What are the twenty-one? The established place has not been heard. Prohibition has not been heard. Manifest permission has not been heard. Fault has not been heard. The intention of the debating monk is extremely firm. Upali, it is called peaceful. Monk, the Blessed One said that when a dispute arises, it should be pacified by the seven Dharmas that pacify disputes. Monk, whichever of the four disputes arises, if a dispute arises, will it be pacified without being pacified by any of the seven Dharmas that pacify disputes? Upali, yes, that is the harmonious Uposatha. Monk, whichever of the four disputes arises, if a dispute arises, whose words should be taken from the debating and counter-debating monks? The words of the elders should be taken. Monk, if the ages of both are equal, whose words should be taken? The words of the most learned should be taken. Monk, if both are equal in the scriptures, whose words should be taken? The words of the knowledgeable should be taken. If both are knowledgeable, whose words should be taken? The words of the one who is more knowledgeable should be taken, and with his words, all disputes should be pacified. Monk, the Blessed One said that disputes should be pacified by many measures, and whichever side is superior even by one measure, that side should pacify it.
