"When properly admonishing" means when properly teaching. How does one fall into transgression? As long as a bhikkhuni, from "a fighting bhikkhu" to "quarreling incessantly, the Sangha having performed the act of expulsion, bhikkhunis admonishing precepts that should not be prostrated to," and knowingly says, "I will serve you with a begging bowl," she will commit an offense.
