Head shaking, shoulder covering, riding elephants. Thorns and standing and. Not to climb trees. This is a collection of a hundred precepts. The Buddha, the Bhagavan, was dwelling in Vārāṇasī, in the Deer Park at Ṛṣipatana. When the Bhagavan was guiding the five with faultlessness, those who were ordained as monks, at that time, they were wearing the lower garment like householders, due to their previous habits. Brahmins and faithful householders saw this and said: "Venerable ones, how do you wear the lower garment in this way, showing off like wealthy people, merchants, and captains?" At that time, the monks reported this to the Bhagavan, and the Bhagavan thought: "What the householders say is true. I should think about how the Śrāvakas of the past perfectly enlightened Buddhas wore the lower garment." The gods also reported to the Bhagavan: "Venerable one, it is just like the gods of the Pure Abode." The Bhagavan himself also has the ability to know and see like the gods of the Pure Abode. Then, the Bhagavan said to the monks: "Therefore, my Śrāvakas should recite the basis of learning the Vinaya in this way: 'One should train to wear the lower garment in a round manner.'" After the Bhagavan said, "One should train to wear the lower garment in a round manner," the five monks began to wear the lower garment in a round manner. Similarly, the near five and the eminent fifty, and the good friend group of sixty, and also those monks who were ordained through the lineage of the Bhagavan, also began to wear the lower garment in a round manner. When the group of six were ordained, they wore very rough lower garments.

'Firstly, you yourselves are ignorant and need to be trained.' Hearing them engaging in extensive reproach, the monks at that time reported this to the Blessed One. The Blessed One considered, 'What the householders say is true.' Then he instructed, 'Monks, therefore, my disciples should recite the basis of training in this way: 'I shall train myself to wear the lower garment not too tightly.' After the Blessed One had instructed, 'I shall train myself to wear the lower garment not too tightly,' the group of six monks began to wear their lower garments very loosely.
