There is no falling into the trap of not allowing entry onto the path, and for those who cannot walk and are led away by thieves. There is no falling for the initial practitioner, the insane, the mentally disturbed, and those threatened by sensations. The act of falling by going along with thieves, this seventy-first item is complete. The Buddha, the Bhagavan, was residing in Shravasti, in the Jeta Grove, Anathapindika's Garden. At that time, the venerable Mahamaugalyayana's son had ordained and fully ordained seventeen young monks of the Sarpa-born group, including attendants and others. At that time, they were completely tormented by the weakness of hunger in the early hours of the night and were crying. The Blessed One heard the sound of many children crying in the monastery in the early hours of the night. Having heard this, he said to the venerable Ananda: Ananda, who are these many children crying in the monastery in the early hours of the night? Venerable, these are the seventeen young monks of the Sarpa-born group, including attendants and others, who were ordained and fully ordained by the venerable Mahamaugalyayana's son. Ananda, a person under the age of twenty cannot endure the touch of cold, heat, hunger, thirst, wind, sun, horseflies, mosquitoes, long-beaked bees, scorpions, and snakes, as well as the evil words spoken by others, the arrival of evil events, the unbearable painful sensations of the body, the harshness, the heat, the unpleasantness, and all that is life-threatening. They cannot be indifferent to defilements, nor can they endure and accept them. A person who is twenty years old can endure the touch of cold, heat, hunger, thirst, wind, sun, horseflies, mosquitoes, long-beaked bees, scorpions, and snakes, as well as the evil words spoken by others, the arrival of evil events.

Furthermore, regarding bodily sensations, whether unbearable pain, roughness, heat, unpleasantness, or even life-threatening sensations, one can endure them, and without concern for defilements, one possesses the nature of being able to tolerate and accept them. Then, the Blessed One said, "This event occurred, this is the origin, in this circumstance, the Sangha gathered," and so on, as before. The Buddhas, the Blessed Ones, knowingly commit offenses, and so on, as before. The Buddha, the Blessed One, questioned the venerable Mahāmaudgalyāyana's son, "Maudgalyāyana's son, is it true that you confer the full ordination of a bhikkhu on someone who is not yet twenty years old?" Venerable, no. The Buddha, the Blessed One, condemned the actions of not being diligent, not striving, and not examining. Then, the Blessed One praised the actions of being diligent, striving, and examining, and said to the bhikkhus: "Bhikkhus, therefore, you should properly observe the ten benefits and establish the basis for the disciples to learn in the Vinaya," and so on, as before. My disciples should recite the basis of learning in the Vinaya in this way: "If a bhikkhu confers the full ordination of a bhikkhu on someone who is not yet twenty years old, he commits a downfall." That person will not obtain full ordination, and those bhikkhus will also be condemned; this is the procedure. Again, the bhikkhu "who" refers to one who belongs to this Dharma, or another similar one. "Person" refers to the person who is going to become a bhikkhu. "Not yet twenty years old" refers to not yet being twenty years old. "To confer full ordination as a bhikkhu" refers to doing so through supplication and the four karmas. "Commits a downfall" means to burn, cook, and cause beings to fall into hell, animals, hungry ghosts, evil destinies, bad paths, and wrong views. Furthermore, if this downfall is not confessed and individually confessed, it will obstruct virtuous dharmas; therefore, it is said to commit a downfall. That person will also not obtain full ordination.
