When he said this, he told the monks. The monks scolded: "Why do a few monks knowingly cover up the transgression of a monk's transgression?" They make gestures and speak abusively. At that time, the monks reported this to the Blessed One. Then, the Blessed One, regarding this incident, this basis, and this occasion, convened the Sangha of monks, and so on, as before. The Buddhas, the Blessed Ones, knowingly rebuke, and so on, as before. The Buddha, the Blessed One, rebuked the venerable Nede: "Nede, is it true that you knowingly cover up the transgression of a monk's transgression?" "Venerable, yes." The Buddha, the Blessed One, condemned: "This is not the conduct of a renunciate, it is not in accordance, it is not appropriate, it is not in accordance with the rules, this is not something that a renunciate should do." Then, after condemning in various ways, the Blessed One said to the monks: "Monks, therefore, in order to fully see the ten benefits, the basis of learning in the Vinaya should be established for the hearers," and so on, as before. 索。比丘之名,即此法者。恶处之堕罪,即二恶处:驱逐败罪,驱逐僧残。何以故彼等名恶处耶?由自性与驱逐故。隐瞒者,即隐藏也。堕罪者,焚烧有情于地狱、畜生、饿鬼恶趣、恶道与邪堕中,煎熬,堕落也。又若未忏悔此堕罪,未个别忏悔,则遮蔽善法,故说为堕罪。若如是堕落耶?比丘见比丘犯败罪,且起心隐瞒之,则直至天明前皆为恶作,天明则成堕罪。比丘见比丘犯僧残罪,且起心隐瞒之,则直至天明前皆为恶作,天明则成堕罪。比丘见比丘犯堕罪之罪,且起心隐瞒之,则直至天明前皆为恶作,天明亦成恶作。比丘见比丘犯应个别忏悔之罪,且起心隐瞒之,则直至天明前皆为恶作,天明亦成恶作。比丘见比丘犯恶作之罪,且起心隐瞒之,则直至天明前皆为恶作,天明亦成恶作。若因此事,我不得安乐,且成沙门之行与梵行之障碍,则无堕罪。若因此事,我使僧伽分裂,僧伽扰乱,僧伽二分,僧伽各异,则无堕罪。初业者,疯癫者,心乱者

So. The name "bhikshu" refers to this Dharma. The downfall of the evil place refers to two evil places: the expulsion of defeat and the expulsion of the Sangha residue. Why are they called evil places? Because of their nature and expulsion. To conceal means to hide. A downfall is to burn sentient beings in hell, animals, hungry ghosts, evil destinies, evil paths, and false downfalls, to torment and to fall. Furthermore, if the downfall is not confessed and not individually confessed, it obscures the virtues, so it is said to be a downfall. How does one fall into downfall? If a bhikshu sees a bhikshu committing a defeat crime and conceives the mind to conceal it, then until dawn it will be an evil deed, and at dawn it will become a downfall. If a bhikshu sees a bhikshu committing a Sangha residue crime and conceives the mind to conceal it, then until dawn it will be an evil deed, and at dawn it will become a downfall. If a bhikshu sees a bhikshu committing a downfall crime and conceives the mind to conceal it, then until dawn it will be an evil deed, and at dawn it will also become an evil deed. If a bhikshu sees a bhikshu committing a crime that should be individually confessed and conceives the mind to conceal it, then until dawn it will be an evil deed, and at dawn it will also become an evil deed. If a bhikshu sees a bhikshu committing an evil deed and conceives the mind to conceal it, then until dawn it will be an evil deed, and at dawn it will also become an evil deed. If this matter does not touch me with happiness and becomes an obstacle to the practice of a renunciant and pure conduct, then there is no downfall. If this matter causes me to divide the Sangha, disturb the Sangha, divide the Sangha into two, and make the Sangha different, then there is no downfall.
