The procedure is as follows: Venerable Sangha, please listen. The Bhikshu named so-and-so is appointed to manage the gains of the summer Sangha's robes. If the Bhikshu named so-and-so is appointed to manage the gains of the summer Sangha's robes, whoever among the venerable ones approves of the Bhikshu named so-and-so being appointed to manage the gains of the summer Sangha's robes, let them remain silent. Whoever does not approve, let them speak. The Sangha has approved and permitted, the Sangha has appointed the Bhikshu named so-and-so to manage the gains of the summer Sangha's robes. Because they remain silent in this way, it is thus acknowledged. Then, the Blessed One praised those who desire to learn the precepts, those who respect the precepts, those who reduce the necessities for the precepts, those who diminish, those who learn the qualities of merit, those who are beautiful, and those who are wise, and then spoke to the Bhikshus: Bhikshus, therefore, what was previously prescribed is now permitted. My Shravaka disciples should recite the basis for learning the precepts in this way: If a Bhikshu, before the last ten days of the last month of autumn, obtains a robe that comes from offerings, if he desires, that Bhikshu should accept that robe. Having accepted it, he should keep it until the time of offering robes. If he keeps it beyond that time, it is a Nissaggiya Pacittiya offense. Bhikshu, means the person of this Dharma. Before the last ten days of the last month of autumn, means until the time when the prohibition of distinction arises after ten days. A robe that comes from offerings, means the five robes that come from offerings, which five? Giving to the sick, giving for the sick, giving to the dying, giving for the dead, giving to those preparing to depart. Obtaining, means from others. Desiring, means if truly needed. 其七者,即是毛料衣,夏纳衣,匝玛衣,杜古拉衣,棉毛衣,郭丹巴衣,以及日荫衣中的任何一种。所谓“应取”者,即是应当据为己有。所谓“取已,应持至施衣之时”者,即是应当藏匿。何为比丘施衣之时?何为非时耶?于未展缝之所,秋末月之晦日前皆非施衣之时,余者皆是时。于已展缝之所,则自秋末月之晦日后至春仲月之晦日前皆非时,余者皆是时。所谓“若过是而持”者,即是若逾越彼时而持。所谓“是舍堕”者,即是舍弃彼物后,应忏犯舍堕罪,故云是舍堕。彼于何如而成堕耶?比丘于几何时中,将夏季之利得据为己有耶?若逾越施衣之时而持,则于一切时中皆成舍堕。若受持因借贷而得之五种衣物,且施主自其手中布施,则无有堕罪。若委任藏衣之比丘,且施主前来而言:圣者请受!此衣吾所有,愿自手布施之,则无有堕罪。初业者,疯癫者,心乱者,以及为感受所逼者,皆无有堕罪。借贷所生之舍堕二十六竟。 第二十六、借贷所生之舍堕品。

The seven are any of the following: woolen cloth, Shana cloth, Zarma cloth, Dugula cloth, cotton-wool cloth, Kotamba cloth, and sunshade cloth. "To be taken" means to be taken as one's own. "Having taken, it should be kept until the time of giving robes" means it should be hidden. What is the time for giving robes to monks? What is not the time? In a place where the frame has not been spread, up to the last day of the small autumn month is not the time for giving robes, the rest is the time. In a place where the frame has been spread, from the last day of the small autumn month to the last day of the middle spring month is not the time, the rest is the time. "If one holds it beyond that" means if one holds it beyond that time. "It is an offense entailing forfeiture" means that the object should be given up and the offense of forfeiture should be confessed. Therefore, it is said to be an offense entailing forfeiture. How does it become an offense? How long does a monk keep the gains of summer as his own during the summer? If one holds it beyond the time of giving robes, it becomes an offense entailing forfeiture at all times. There is no offense in taking possession of the five kinds of robes obtained from borrowing, and if the donor gives them from his own hand. There is no offense if a monk is appointed to hide the robes, and the donor comes and says, "Venerable ones, please accept! I have this robe and wish to give it from my own hand." There is no offense for a beginner, a madman, one with a disturbed mind, or one who is afflicted by feelings.
