Then, the Blessed One, having reproached in various ways, addressed the monks, saying: Monks, therefore, having truly seen the ten benefits, the foundation of learning in the Vinaya should be established for the hearers, and so on, as before. My hearers should recite the foundation of learning in the Vinaya as follows: If any monk engages in various activities with a boastful demeanor, it is an offense of expiation. The term "any monk" refers to the group of six monks, or any other similar individuals. "Engaging in various activities with a boastful demeanor" refers to various ways. The term "doing" means completely combining, thoroughly combining, lending, charging interest, and excessively using. The term "offense of expiation" means that after abandoning that thing, the offense of expiation should be confessed, therefore it is called an offense of expiation. So, how does it become an offense? If a monk, desiring gain, completely combines goods of local customs, and seeks vehicles, cattle, hired laborers, witnesses, grains, ink, pens, and scribes for this purpose, and gives away dice, staffs, and boats, then as long as the gains are not taken as one's own, it will constitute an offense of wrong-doing; once the gains are taken as one's own, it will constitute an offense of expiation. If a monk, desiring gain, thoroughly combines money or gold, and seeks witnesses, grains, ink, pens, and scribes for this purpose, then as long as the gains are not taken as one's own, it will constitute an offense of wrong-doing; once the gains are taken as one's own, it will constitute an offense of expiation. If a monk, desiring gain, lends barley and rice, and seeks measuring instruments, small bushels, containers, witnesses, grains, ink, pens, and scribes for this purpose, then as long as the gains are not taken as one's own, it will constitute an offense of wrong-doing; once the gains are taken as one's own, it will constitute an offense of expiation. If a monk, desiring gain, engages in jewels for the sake of a collection of shells…

and they give a collection of pearls for a collection of jewels, and they give a collection of cat's eyes for a collection of pearls. If someone acts as a witness for this, and acts as an intermediary for grain, ink, pens, and scribes, then as long as he does not claim the gain for himself, it will be a transgression; if he claims the gain for himself, it will be an offense of expiation. Thus, the Blessed One established the basis of training for the hearers in the discipline. The Buddha, the Blessed One, was dwelling in Vaishali, in the multi-storied mansion on the bank of the Monkey Tank. At that time, the Licchavis of Vaishali were building houses with six or seven stories. Just as the houses of the Licchavis of Vaishali were, so too were the monasteries being built with six or seven stories, and because they were built too high, they were built and built and collapsed, and the patrons thought: While we are alive and dwelling, the monasteries we live in are collapsing like this, so what will happen to those who are dead? We should offer an inexhaustible supply to the Sangha for the purpose of building monasteries. Thinking this, they took the inexhaustible supply and went to the monks, and said to the monks: Venerable ones, please accept these inexhaustible supplies for the purpose of building monasteries. The monks said: Good sirs, the Blessed One has established the basis of training, so we cannot accept them. At that time, the monks reported this matter to the Blessed One. The Blessed One said: For the sake of the Sangha, the inexhaustible supply for building monasteries should be abandoned. Furthermore, the monastery of the Sangha of monks should be built with three stories, and the summer residence of the Sangha of nuns should be built with two stories. The monks, having heard from the Blessed One, took the inexhaustible supply and put it in the treasury of the Sangha and kept it there. The patrons came and said: Venerable ones, why are you not building the monastery? Is there no karshapana? Did we not offer you the inexhaustible supply? The monks said: Do you think we ate the inexhaustible supply? The Sangha...

It is in the storehouse of... O noble ones, it will not be exhausted in that way, it will not change, it will be exhausted in this way, do you think it is not in our Sangha? Why do you not strive to accumulate? The monks said: Because the Blessed One has established the basis of learning, we do not strive to accumulate. When the monks requested the Blessed One, the Blessed One said: For the sake of the Sangha, one should strive to accumulate inexhaustible wealth. Similarly, after Brahmins and faithful householders offer inexhaustible wealth for the sake of the Buddha, Dharma, and Sangha, the Blessed One said: For the sake of the Buddha, Dharma, and Sangha, one should strive to accumulate inexhaustible wealth, and the benefits derived from it should be used to make offerings to the Buddha, Dharma, and Sangha. They give those to those people, and when those people die, they argue, saying: O noble ones, why is there a dispute over one's own property? When the monks requested the Blessed One, the Blessed One said: Do not give property to those people. Those people give property to the rich, and when those people die, they rely on the powerful and do not give, or they do not give because of the power of the monastery, the Blessed One said: Do not give property to those people. Those people give property to the poor, and those people are also unable to repay, the Blessed One said: Take a pledge, write a sealed document containing power, and then give it. On that document, also write the year, month, date, the abbot of the Sangha, the steward, the collector, the items, and the names of the interest. To whom should it be given? For a faithful layperson who upholds the five precepts, it should only be given after taking a pledge. For a beginner, a madman, a mentally disturbed person, and one who is afflicted by feelings, there is no transgression. The nineteenth, on the prohibition of acting with obvious signs, is completed here. Nineteenth, showing the prohibition of acting with obvious signs.
