If the clothes are washed away by water, that is the circumstance. Then, the Blessed One praised the desire to learn, the respect for learning, and the preparation of resources for learning. He also spoke to the monks about the Dharma that corresponds to this, is similar to this, and is related to this, and said to the monks: Monks, therefore, the former is prescribed, and the latter is permitted. My Shravaka disciples should recite the root of learning in this way: If any monk goes to a householder or a householder's wife who is not a relative to beg for clothes, unless there is a circumstance, it is a Nissaggiya Pacittiya. What is the circumstance? If a monk's clothes are robbed, or lost, or burned, or blown away by the wind, or washed away by water, that is the circumstance. Again, a monk means a close person or someone similar. Householder means a man. Householder's wife means a woman. Non-relative means maternal grandmother, maternal grandfather, and up to the seventh generation of relatives, and after that they are not relatives. Going there means going to the front. Clothes means any of the seven types of clothes, namely wool, linen, fine linen, cotton wool, Dugula cloth, Kotamba cloth, and Nyo'og cloth. Begging means to beg. If one asks for cloth between five and fifty spans, and obtains fifty spans of cloth, then asking for it incurs a minor offense, and obtaining it incurs a relinquishment offense. If a monk asks for five spans of cloth and obtains more, then asking for the five spans incurs a minor offense, but obtaining more incurs no offense. Just as with five spans of cloth, so too with asking for ten spans, fifteen spans, twenty spans, up to fifty spans of cloth, if one obtains more, then asking for fifty spans of cloth incurs a minor offense, but obtaining more incurs no offense, because it exceeds the measure. If one does not ask for cotton but obtains silk, or does not ask for silk but obtains cotton, or does not ask for cotton but obtains a large piece of cloth or a small piece of cloth, there is no offense. There is no offense for a beginner, one who is insane, one whose mind is disturbed, or one who is afflicted by painful feelings. The sixth relinquishment offense, concerning asking, is complete.
