The Tathagata, seeing the necessity of two meanings, assembled the community of monks. That is, so that my hearers may achieve omniscience, and that the basis of the discipline I have established may be well established. The Buddhas, the Blessed Ones, act knowingly. Acting knowingly, not acting knowingly, acting at the right time, not acting past the time, acting meaningfully, not acting meaninglessly, therefore the Buddhas, the Blessed Ones, use water to prevent meaningless actions. Among them, the Buddhas, the Blessed Ones, are those who know the time and act meaningfully, therefore the Buddha, the Blessed One, rebuked the monks, saying: Monks, such a situation has arisen among you, possessing too many robes. Some use (the robes) to patch in the temple, some use them to wipe, some use heavy mud to smear the threads, some use them to wash their hands and feet, some use them to discard toothpicks, some use them to beg for alms in the city, some use them to separate in the row of food, some use them to visit the Khenpo and Acharyas, some use them to experience the teacher's teachings, some use them to experience listening to the Dharma during the day, some use them to experience listening to the Dharma at night. When you wear and use them, things become many, actions become many, thus abandoning recitation, reading, chanting, yoga, mindfulness, and the inner peace of mind, is this true? The monks replied: Yes, Blessed One. The Buddha, the Blessed One, reproached those who are difficult to nourish, difficult to satisfy, have great desires, and are not content. Then, the Blessed One praised those who are easy to nourish, easy to satisfy.

, with few desires, contentment, rosary, frugal equipment, virtuous qualities of purification, beauty, and praising moderation, and then instructed the monks: Monks, thus seeing ten benefits, the foundation of learning for the hearers should be established in the Vinaya. That is: for the sake of gathering the Sangha, for the sake of making the Sangha good, for the sake of making the Sangha dwell in peace, for the sake of subduing those who do not respect, for the sake of making those who are ashamed dwell in peace, for the sake of making those who are not faithful become faithful, for the sake of making those who are faithful increase, for the sake of restraining the defilements of this life, for the sake of averting those of future lives, and for the sake of making my pure conduct beneficial to many beings, widely spread among gods and humans, well taught according to reason, and enduring for a long time. My hearers should recite the foundation of learning in the Vinaya as follows: If a monk has obtained robes and seeks to strengthen them, he should hold three robes. If he holds more than that, he commits an offense of expiation. Thus, the Blessed One established the foundation of learning for the hearers in the Vinaya. But his wish was not fulfilled. Then, that householder, holding a large piece of cloth, went to where the venerable Ananda was, and having arrived, bowed his head at the two feet of the venerable Ananda, and said to the venerable Ananda: Venerable Ananda, have you heard where the venerable Mahakashyapa is dwelling now? Householder, I have heard that he is dwelling in a solitary hut. How long has he been there?
