Thirteenth, Explanation of the Remaining Sangha of Discontent. Thirteenth, Explanation of the Remaining Sangha of Discontent. The Buddha, the Bhagavan, was residing in the delightful garden in Kauśāmbī. At that time, the venerable Udāyin had committed an offense and did not confess it according to the Dharma. Monks who desired benefit, desired happiness, desired to experience happiness, and desired accomplishment and happiness, advised the venerable Udāyin, "Venerable Udāyin, you have committed an offense, you should confess it according to the Dharma." When they reminded him, he said, "Who will confess that offense? If you commit an offense, who will confess, who will regret it? If you commit an offense, who will regret it?" When the monks repeatedly urged him to confess, he agreed and said, "Venerable ones, whether you are good or bad, do not say anything to me. Whether I am good or bad, I will not say anything to the venerable ones. Venerable ones, leave my words alone! What is the use of me saying anything to you?" Like you, you are those who have renounced from various castes, various lineages, and various families. For example, just as the various leaves of trees, blown by the wind, fall together and gather together, so too are you those who have renounced from various castes, various lineages, and various families, while I, the noble one, have realized enlightenment. Why do the few monks slander, saying that it is not to be spoken of, because the monks have spoken of the foundations of learning that belong to what the monks should recite, and what belongs to the Sutras of the Sugata, in accordance with the Dharma and the Vinaya. They rebuke and insult. At that time, the monks petitioned the Bhagavan, and the Bhagavan instructed, "Monks, you should admonish the monk Udāyin, and anyone else who is like him. You should admonish him thus: Venerable Udāyin, you belong to what the monks should recite."

When someone speaks in accordance with the Dharma and the Vinaya regarding the foundations of learning for the monks and the discourses belonging to the Sugata, the venerable ones should not prevent self-recitation, but should only engage in self-recitation. Monks, if someone speaks to the venerable ones in accordance with the Dharma and the Vinaya, the venerable ones should also speak to the monks in accordance with the Dharma and the Vinaya. For example, by engaging in mutual self-recitation, mutually instructing and guiding, and mutually rescuing each other from downfalls, the Sangha of the Blessed One, the Tathagata, the Arhat, the Perfectly Enlightened One, will grow. Venerable ones, Sangha, you should abandon such actions that prevent self-recitation. They should be admonished in this way. The monks, having heard from the Blessed One, said to the Sangha of venerable ones: Venerable ones, Sangha, when the monks speak in accordance with the Dharma and the Vinaya using the foundations of learning that belong to you and the discourses belonging to the Sugata, the venerable ones should not prevent self-recitation, but should only engage in self-recitation. Monks, if someone speaks to the venerable ones in accordance with the Dharma and the Vinaya, the venerable ones should also speak to the monks in accordance with the Dharma and the Vinaya. Venerable ones, Sangha, you should abandon such actions that prevent self-recitation. They should be admonished with respect. When the monks admonish with respect, if someone tenaciously clings to the original view, insists on it, and labels it as "This is true, and the others are false," in that case, the monks should report to the Blessed One.

The Blessed One said: "Monks, you should admonish the Sangha and anyone else like that with a request and four karmas. You should admonish in this way: After preparing the seats, strike the ghanta and admonish the monks truthfully with words of inquiry. When all the Sangha has gathered and is in harmony, one monk should make a request and then proceed with the matter. Venerable Sangha, please listen. This monk has committed an offense and will not repeat it lawfully. Therefore, when the monks admonish him with the precepts that should be declared and the contents of the Sutras of the Sugata, in accordance with the Dharma and the Vinaya, Venerable ones, whether you are good or bad, do not say anything to me. Whether I am good or bad, I will not say anything to the Venerable ones. Venerable ones, please give me a chance to speak. You also think that it is useless for me to speak, do not defend yourselves. If many monks admonish with anger, even if many monks admonish with anger, they still insist on their own opinions, cling to them, and then falsely comment, saying, 'Only this is true, all others are false.' If it is the right time for the Sangha and it is tolerable, then please allow the Sangha. The Sangha admonishes the monk, saying: Venerable monk, when you admonish with the precepts that should be declared and the contents of the Sutras of the Sugata, in accordance with the Dharma and the Vinaya, do not defend yourselves; Venerable ones, you should only defend yourselves. When the monks admonish the Venerable ones in accordance with the Dharma and the Vinaya, the Venerable ones should also admonish the monks in accordance with the Dharma and the Vinaya. In this way, by stating to each other, admonishing and instructing each other, and requesting each other from offenses, the retinue of the Blessed One, the Tathagata, the Arhat, the Perfectly Enlightened One, will increase."
