Said: Venerable ones, do you dwell in this monastery? They said: We do not dwell here, but practice moving. They said: You are not practicing moving, but concealing. When they were questioned about the main point, they sat in silence. At that time, the monks pleaded to the Blessed One. The Blessed One gave instructions: Monks, one should not practice moving in an empty house, nor where there are one, two, or three monks, but where there are four monks who are completely pure and hold the same view, there one should practice moving. The moving should be done properly, that is, moving from the beginning, restoring from the beginning, being satisfied, being satisfied from the beginning, and restoring and satisfying from the beginning, should also be done in the same way. The Venerable Ananda asked the Buddha, the Blessed One: Venerable, if monks who practice moving and doing what is pleasing hear that monks are quarreling, exposing shortcomings, arguing, opposing, creating disputes, and those people are shameless, and they discuss and accuse us in order to slander us, how should they treat those people? The Blessed One instructed: Ananda, if monks who practice moving and doing what is pleasing hear that quarreling monks are coming, they should announce the cancellation of the moving in the monastic community. The announcement of cancellation should be done in this way: After bowing, squat down, join the palms respectfully, and say these words: Venerable ones, please listen to me, I am called so-and-so, I have committed such a Sanghavasesa offense, I have concealed it for so long, the Sangha has sentenced me to such a long moving, when I practice moving, I hear that monks are quarreling, exposing shortcomings, arguing, opposing, creating disputes, and those people are shameless, and they discuss and accuse me in order to slander me. If these are heard, the moving of the monk who has been moved, I am called so-and-so, should be in front of the Venerable ones.

I will return to poverty. I have used this time. I will use this time, please, venerable one, accept me as abiding in my own nature. Then, when the expeller has departed and there is no fear or shame, he should receive the reinstatement from the monk who is thus abiding in his own nature. The receiving should be done as follows: arranging the robes, squatting, folding the palms, and then saying these words: Venerable one, please listen. I, the monk named so-and-so, have committed such and such a sanghavasesa offense, and have concealed it for such a long time, and the sangha has granted me reinstatement for this period of time. While I was undergoing reinstatement, there were quarrels among the monks, fault-finding, disputes, fights, and the creation of disputes, and they were all without shame, and because of a small matter they would talk about me and bear grudges against me. Having heard these things, I return the reinstatement that I have used to that monk, and I, the monk named so-and-so, will receive the reinstatement before the venerable one, and I have used this time. I will use this time, please, venerable one, accept me as one undergoing reinstatement. Just like reinstatement, fundamentally reinstating, fundamentally raising up and reinstating, causing joy, fundamentally causing joy, and fundamentally raising up and causing joy are also the same. The basis of reinstatement is completed. Explaining the basis of reinstatement.
