(藏文原文开头缺失) 以至于对安住自性的比丘们,说长道短,行礼,起立,合掌,作揖等行为,那些琐事的比丘们会加以斥责,加以嘲讽,加以恶语相向。因此,那些喜欢搬弄是非、寻人开心的行为者,认为对比丘们说长道短,行礼,起立,合掌,作揖等行为是不好且不合适的。当时,比丘们向世尊禀告此事,世尊开示说:比丘们,我将为那些喜欢搬弄是非、寻人开心的比丘们制定通用的戒律。那些喜欢搬弄是非、寻人开心的比丘们,不应对安住自性的比丘们说长道短,行礼,起立,合掌,作揖等行为。不要同坐一个座位,不要平起平坐,应该拿最低的座位来坐。不要一起去经行处,不要走在前面,如果要去经行处,要放慢脚步。不要去婆罗门和居士的家。如果要去,要像随后的沙门一样。不要住在一个屋檐下。不要授沙弥戒,不要授比丘戒,不要给与住所,不要立沙弥,不要做杂事,不要被委派做事,不要为比丘尼们传授教诫,不要被委派为比丘尼们传授教诫。即使是以前被委派的,也不要为比丘尼们传授教诫。不要谈论比丘在戒律、见解、行为和生计上的缺失,不要记在心里,因为这个人不能传授教诫。不能做布萨,不能做解制,不能作白,不能作白二羯磨,不能作白四羯磨。早上要早起开门。熄灭灯盏,修补寺庙的裂缝,打扫卫生,用柔软的牛粪涂抹地面。准备好水罐和抹布,打扫卫生,然后放上符合季节的凉水。

Therefore, those who like to gossip and seek pleasure think that speaking ill of the monks, bowing, standing up, joining palms, and prostrating is not good or appropriate. At that time, the monks reported this matter to the Blessed One, and the Blessed One taught: Monks, I will establish a common discipline for those monks who like to gossip and seek pleasure. Those monks who like to gossip and seek pleasure should not speak ill of the monks who abide in their own nature, bow, stand up, join palms, and prostrate. Do not sit on the same seat, do not sit on an equal seat, you should take the lowest seat to sit on. Do not go to the walking place together, do not walk in front, if you go to the walking place, you should slow down your steps. Do not go to the homes of Brahmins and householders. If you go, you should be like a following Shramana. Do not live under the same roof. Do not give novice ordination, do not give Bhikshu ordination, do not give lodging, do not establish a novice, do not do chores, do not be assigned to do things, do not teach the nuns, do not be assigned to teach the nuns. Even if you were previously assigned, do not teach the nuns.
