The Saṅgha of the land appoints the monk named so-and-so as the residence manager for the Saṅgha. In this way, without saying anything, it is accepted as such. I shall establish the code of conduct for the monk who is the residence manager: The monk who is the residence manager should arrange the wooden sticks for the sake of the Saṅgha in a way that they are not bent, not inclined, not crooked, fragrant, and comfortable to touch. After that, in the morning, get up early, arrange the residence, strike the ghaṇṭā, and correctly inform the monks with the answers to their questions. After all the Saṅgha has gathered and is in harmony, the monk who is the residence manager should smear the fragrant wooden sticks, place them on a cushion lined with white cloth, and place them at the end of the elders. After that, the rules should be recited: Venerable members of the Saṅgha, please listen. Here are these rules. Fortunate ones, whoever among you is willing to observe the summer retreat with these rules, take a wooden stick. None of you monks should speak about monks during the rainy season. Do not remember. If any of you know anything, speak now. Do not speak later during the rainy season. If any of you speak during the rainy season, the Saṅgha will investigate later.
