It also cuts off the vidyā-mantra made by the Great Lord. It also cuts off the vidyā-mantras made by Brahma, made by Indra, made by the Lord of the Gods, made by the Great King, made by Vishnu, and made by the King of Desire. It also cuts off the vidyā-mantras made by the Great King, made by the chief of the yakshas, made by the moon, the sun, the stars, and the planets. It also cuts off the vidyā-mantras made by gods, nāgas, yakshas, rākshasas, gandharvas, asuras, garudas, kinnaras, and mahoragas. It also cuts off the vidyā-mantras made by those with magical powers. It also cuts off the vidyā-mantras made by those in temples. It also cuts off the vidyā-mantras made by those in charnel grounds. It also cuts off the vidyā-mantras made by those near trees, made by those near mountains, made by those on mountaintops, made by those on the earth, made by those in the sky, made by those in all places, made by humans, and made by non-humans. This vidyā-mantra of Mekhala cuts off. It cuts off outwards. It cuts off later. Ananda, whoever is protected by this vidyā-mantra of Mekhala, completely saved, completely taken, completely nourished, pacified, becomes happy, abandons faults, abandons bad omens, eliminates poisons, repels unfriendliness, if a boundary is made between one yojana, or two yojanas, or twelve yojanas, whoever transgresses this vidyā-mantra of Mekhala, in the world of beings including gods, including demons, including Brahma, including ascetics and brahmins, and in the world including gods, humans, and asuras, I have not seen, there is no place for him. Ananda, do not let the assembly of beings violate these truths of all Buddhas, the truth of the Dharma, the truth of the Sangha, the truth of all truthful speakers, the truth of all sages. Ananda, these are the five things that should not be transgressed: one should not transgress the truth of the Buddha, one should not transgress the truth of the Dharma.

Do not violate the oath, do not violate the truth of the Sangha, do not violate the truth of those who speak the truth, and do not violate the truth of the hermits. All beings, all diseases, all people, and all non-humans cannot violate these. May you have happiness from all diseases, all beings, all hatred, and all unkindness. Do not hinder each other in any way, do not harm each other, do not strike each other, svāhā (स्वाहा, svāhā, well said). Now I will explain the ritual of the Vidyā-mantra of Mekhala. Offer flower offerings, incense, spices, and divine food to the Buddha, and then perform protection. The pure one should wear pure clothes, smear the mandala with cow dung, and then scatter flowers. Fill the vase with whatever torma, flour, lotus flowers, food, drink, and flower mixture you can afford, or sit in the center of the filled container, and burn incense continuously. Sprinkle everything with kusha grass. Self-protection and the protection of others should be done with thread. To bind the clouds, perform a fire offering with various flower trees and various kinds of ghee. To stop the wind and rain, recite three times on a mat of munja grass, then bless it seven times with the root mantra, and tie seven knots. If you want to accomplish the path and obtain happiness, recite three times on the edge of the Dharma garment, and then tie three knots. Eat three white foods, fast for three days, and then recite twenty-one times over lotus flowers and white mustard seeds to demarcate the boundaries of villages and cities. If you want to cut off all Vidyā-mantras, recite seven times over various weapons, and then cut them in water. Pour water into a new container, recite seven times, and then bathe, and you will be able to bind all evil temptations. Recite over white flowers, and then smell them, and you will eliminate toxicity. For all diseases, moisten with sugar cane vines, and if you perform self-protection, then wherever you are, you can perform all activities to dispel evil spirits. In battles, arguments, offerings, and around the royal palace, scatter seeds of various flowers.

In a goat's container, the firewood of Atimuktaka twigs, blessed with the vidya-mantra of 'Walking and Flying,' should be burned fourteen times. If one desires to control spirits, one should take goat's milk, goat's ghee, and the firewood of Apamarga twigs, bless them with the vidya-mantra of 'Walking and Flying,' and burn them five times. If one wishes to perform a fire offering for the sake of all beings, one should take a large amount of rice porridge, cow's milk, rue, rock salt, and the firewood of white Karavira trees, recite the mantra twenty-one times, and then perform the fire offering, which will then become a fire offering performed for the sake of all sentient beings. To obtain what is desired, one should take rue and sesame cakes, recite the vidya-mantra of 'Walking and Flying' seven times, apply it to the face, and speak, and then the desired object will be obtained. Everywhere, whether it is the Tathagata or the stupa of the Tathagata, one should anoint with incense, garlands, unguents, flowers, fumigation, powders, and oils, and offer food to the best of one's ability, and this will be truly accomplished. After the Bhagavan had spoken thus, the venerable Ananda, the youth Rahula, and all the complete retinue, as well as the world with gods, humans, asuras, and gandharvas, rejoiced and praised what the Bhagavan had said. Thus concludes the dharani called 'Arya Mekhala.' May all beings of the Saha world be protected with protection and ritual, Svaha! Translated, revised, and finalized by the Indian Khenpo Prajnavarama and the Lotsawa Bande Yeshe De of Zhuchen.
