There are many people who do this, and they are known as Bega Yantub. There are also heretical Brahmins who carry spears, and hail guardians who use heretical ropes. In the next life, there will be some minor sins and obscurations. After taking refuge in the Three Jewels, if you seek refuge in Bon and heretical practices, it is better not to do so because it violates the precepts of refuge. Even worse than that, heretics use profound techniques to pour water into a tea strainer, and through mantras, they are said to have a sharp technique that prevents water from leaking out. The practice involves putting tsatsas and Buddha statues in shoes to perform curses, etc. It is said that those evil substances defile the local deities, leading to scarce rain, withered trees, and inauspiciousness. The act of viewing the Three Jewels with wrong views will exhaust one's own merit in this life, and in the next life, one will surely fall into the lower realms. Therefore, those evil hail guardians should be abandoned. Hail guardians have faults. They bind the mouths of worldly gods and spirits, and if they protect against hail for three years, they eat pure food, and tsampa grows in places where there is nothing to eat. When the goddess swings her sword once, she cuts off the bloody necks of invisible gods and spirits. If it is said that there is no liberation, although it is widely known in the world, there are still differences. In thought, there is no bodhicitta except for hail rewards of alcohol and meat. In action, it is not the power of the deity of the generation stage, but protection through evil substances and external paths. They treat gods and spirits as enemies, uttering fierce mantras of anger and suppressing them. Hail guardians who cause hail to fall if they are not given hail rewards, as worldly people say, have no better place to go than the lower realms. The thought is that if the world is peaceful and the harvest is good, then whether sentient beings will have a single happiness, and with this, they generate bodhicitta. In action, they offer to gods and spirits with the power of the generation stage of the yidam and mantras, issue commands, and entrust activities. If the wisdom deity is practiced in common, then offerings and praises are only incidental, and although it is temporarily for the sake of protecting against hail, the retreat and recitation practice is dedicated to attaining enlightenment in the end. If even without giving hail rewards, they do not have evil thoughts such as causing hail to fall, they protect against hail and dedicate this to the worldly protection and generosity of people. By doing this, hail guardianship will be transformed into the path of enlightenment, and it is with this in mind that it is spoken of in the tantras and scriptures, and not sin.

Then, where is it mentioned in all the Tantric scriptures? In the Vinaya, it is also said that if there is hail, it should be averted. (In the Vinaya) it is said that even a monk who observes the precepts should "not commit any sins," etc. One should explain the Dharma that prevents hail, and the great Sangha should also strike the Ghandi, cultivate loving-kindness and compassion, and meditate on emptiness, merging the essence with emptiness, etc. (The scriptures) say that these can pacify hail. Therefore, it is said that Drikung Shabdrung and Shabdrung Dorje Drakpa, as well as Yolmo Tulku also have the tradition of preventing hail, and that is the meaning of it. However, it is said that the mantra lineage holders of the great mantra division, Tashi Zurmang Na's Gonpo, must prevent hail, because they are in conflict with the Eight Classes of gods and demons, and will not show too many miracles to the enemy. If so, then it may be better not to prevent it. The general history of hail prevention was written by the seventh Black Magician RaGa A Sy. Mangalam! Bhavantu! Shubham! Published by the Ancient Book Restoration Room of Nangchen ('nang chen) Banggang ('bang sgang) Craft Culture Sutra-Tantra Dharma Increase Continent in the upper part of Kham, the seventh.
