Furthermore, there are creatures called "sharp-beaked worms," with white bodies and black heads, that use their iron beaks to gnaw bones into ashes. Beyond that, there is an unbearable river of ashes, where hell beings are cooked as if cooking rice. (They are placed in iron cages, lying face up on the red-hot ground, and the guards ask them whatever they want. They say, "We don't know anything, we haven't seen anything, but we are hungry." Then, they are poured into burning fire pits and molten copper, suffering the pain of having their mouths, anuses, and intestines burned. The causes of these sufferings are, in order: breaking vows, engaging in improper livelihoods, destroying stupas, harming marriages, killing aquatic creatures, and so on.) If you ask whether these guards are sentient beings, the Vaibhashikas say, "They are sentient beings, and the karma they created also ripens in hell itself." They are not burned by the hellfire because their karma has created a barrier. The Sutrantikas believe that it is a phenomenon arising from karma, appearing like sentient beings, so they consider it to be form. The Chittamatrins believe that considering it to be one's own mind is best.) Thus, each direction has four divisions, making sixteen in total. These places are places of extreme harm, so they are called "increased."

Even if harm is done in the great hells, it is for the purpose of doing harm in these places. Those are also called the neighboring hells. In its commentary, it says: Some believe that they are cold because they are close to the great ocean.
