For one traveling on a journey, friend, and for one who, when asked for a water-strainer, does not give it, and for one who travels without a water-strainer, where was the dukkaṭa laid down by the Blessed One? Concerning whom, concerning what matter was it laid down? Explanation: Between Rājagaha, venerable sir, and... and then in Vesālī, concerning a certain monk, it was laid down. A certain monk, venerable sir, when asked for a water-strainer, did not give it. Concerning that matter, venerable sir, it was laid down. Question – Where, friend, was the offense of wrong-doing laid down by the Blessed One for one sleeping on a bed strewn with flowers? Concerning whom was it laid down, and concerning what matter was it laid down? Answer – In Vesālī, venerable sir, concerning the group of six monks, it was laid down. The group of six monks, venerable sir, slept on beds strewn with flowers. Concerning that matter, venerable sir, it was laid down. Question – Where, friend, was the offense of wrong-doing laid down by the Blessed One for those eating from one bowl, or drinking from one plate, or lying down with one covering and one blanket? Concerning whom was it laid down, and concerning what matter was it laid down? Answer – In Vesālī, venerable sir, concerning the group of six monks, it was laid down. The group of six monks, venerable sir, ate from one bowl, drank from one plate, lay down on one couch, lay down with one covering, lay down with one blanket, and with one covering and one blanket. Concerning that matter, venerable sir, it was laid down. Question – Where, friend, did the Blessed One, having forbidden the yak-tail whisk, permit three kinds of fans? And concerning what matter were they permitted? Answer – In Sāvatthī, venerable sir, they were permitted. In Sāvatthī, venerable sir, while the Blessed One was dwelling, a yak-tail whisk had arisen for the Sangha. They reported this matter to the Blessed One. Concerning that matter, venerable sir, they were permitted. Monks, a yak-tail whisk should not be carried. Whoever carries one, commits an offense of wrong-doing. Monks, I permit three kinds of fans: made of bark, made of usīra grass, and made of peacock feathers. Question – Where, friend, was the offense of wrong-doing laid down by the Blessed One for one who keeps long nails? Concerning whom was it laid down, and concerning what matter was it laid down? Answer – In Sāvatthī, venerable sir, concerning a certain monk, it was laid down. A certain monk, venerable sir, kept long nails. Concerning that matter, venerable sir, was laid down concerning this matter. Question – Where, friend, was the dukkaṭa laid down by the Blessed One for one who has his hair cut with scissors? Concerning whom, concerning what matter, was it laid down? Answer – In Sāvatthī, venerable sir, it was laid down concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, cut their hair with scissors. Concerning that matter, venerable sir, it was laid down. Question – Where, friend, was the dukkaṭa laid down by the Blessed One for one who keeps long nose hairs? Concerning whom, concerning what matter, was it laid down? Answer – In Sāvatthī, venerable sir, it was laid down concerning many bhikkhus. Many bhikkhus, venerable sir, kept long nose hairs. Concerning that matter, venerable sir, it was laid down. Question – Where, friend, were various ear-cleaners prohibited by the Blessed One, and ten ear-cleaners permitted? Concerning whom, concerning what matter, were they permitted? Answer – In Sāvatthī, venerable sir, they were permitted concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, kept various ear-cleaners, made of gold, made of silver. Concerning that matter, venerable sir, they were permitted. Question – Where, friend, was the dukkaṭa laid down by the Blessed One for one who sits with his outer robe as a cushion? Concerning whom, concerning what matter, was it laid down? Answer – In Sāvatthī, venerable sir, it was laid down concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, sat with their outer robe as a cushion. The bowls in their outer robes were damaged. Concerning that matter, venerable sir, it was laid down. Question – Where, friend, was the dukkaṭa laid down by the Blessed One for one who enters a village without a waist-band? Concerning whom, concerning what matter, was it laid down? Answer – In Sāvatthī, venerable sir, it was laid down concerning a certain bhikkhu. A certain bhikkhu, venerable sir, entered a village for alms without a waist-band. Concerning that matter, venerable sir, it was laid down. Question – For one who wears, friend, a layperson's garment Where, friend, was the dukkata offense for one wearing a layperson's robe, for one wearing a layperson's outer garment, and for one wearing a coiled-up robe, enjoined by the Blessed One? Concerning whom, and on what occasion, was it enjoined? Answer – In Sāvatthī, venerable sir, it was enjoined concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, wore laypersons' robes, they also wore laypersons' outer garments, and they also wore coiled-up robes. On that occasion, venerable sir, it was enjoined. Question – Where, friend, was the dukkata offense for one carrying a double-basket pole, enjoined by the Blessed One? Concerning whom, and on what occasion, was it enjoined? Answer – In Sāvatthī, venerable sir, it was enjoined concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, carried double-basket poles. On that occasion, venerable sir, it was enjoined. Question – Where, friend, was the dukkata offense for one learning or teaching the Lokāyata (worldly philosophy), enjoined by the Blessed One? Concerning whom, and on what occasion, was it enjoined? Answer – In Sāvatthī, venerable sir, it was enjoined concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, both learned and taught the Lokāyata. On that occasion, venerable sir, it was enjoined. Question – Where, friend, was the dukkata offense for one learning or teaching animal lore (tiracchānavijjā), enjoined by the Blessed One? Concerning whom, and on what occasion, was it enjoined? Answer – In Sāvatthī, venerable sir, it was enjoined concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, both learned and taught animal lore. On that occasion, venerable sir, it was enjoined. Question – Where, friend, was the dukkata offense for one saying "May he live!" when someone sneezes, enjoined by the Blessed One? Concerning whom, and on what occasion, was it enjoined? Answer – In Sāvatthī, venerable sir, it was enjoined concerning several bhikkhus. The Blessed One, venerable sir, surrounded by a large assembly, was teaching the Dhamma and sneezed. The bhikkhus made a loud and great noise, saying, "May the Blessed One live, venerable sir! May the Sugata live!" With that sound, the Dhamma talk was interrupted. In that matter, venerable sir, it was laid down. Question – Friend, where was it laid down by the Blessed One that urinating and defecating here and there in the monastery should be prohibited and done in one place? Concerning whom, and in what matter, was it laid down? Answer – In Sāvatthī, venerable sir, it was laid down concerning many bhikkhus. Many bhikkhus, venerable sir, urinated here and there in the monastery, defecated here and there. The monastery was defiled. In that matter, venerable sir, it was laid down. Chapter on Minor Matters Question – I will ask about minor matters, with their origin and explanation. Friend, how many offenses are there for exalted terms? Answer – I will explain minor matters, with their origin and explanation. Venerable sir, there are three offenses for exalted terms. 6. Chapter on Lodgings Question – Friend, where were the five kinds of dwellings permitted by the Blessed One? Concerning whom, and in what matter, were they permitted? Answer – In Rājagaha, venerable sir, it was permitted concerning many bhikkhus. Many bhikkhus, venerable sir, approached the Blessed One and said: "Venerable sir, the householder of Rājagaha wishes to have monasteries built. How, venerable sir, should we proceed?" In that matter, venerable sir, they were permitted. Question – Friend, how did the monasteries first arise? And how were they established? Answer – In one day, venerable sir, sixty monasteries were established by the householder of Rājagaha. Here, venerable sir, these sixty monasteries were established for the Sangha of the four directions, present and future, with the Buddha as their chief. Question – Friend, where were paintings and such prohibited in the monasteries, and garland-making and such permitted by the Blessed One? Concerning whom, and in what matter, were they permitted? Answer – In Rājagaha, venerable sir, they were permitted concerning the group of six bhikkhus. The group of six bhikkhus, venerable sir, had paintings made in the monasteries, female figures, male figures. Therefore... in what matter, Venerable Sir, are allowed. Question – Friend, for one who obstructs communal property according to seniority, having allowed salutations and so forth, and chief seats and so forth, where was an offense of wrong-doing laid down by the Blessed One? Concerning whom, in what matter was it laid down? Answer – Venerable Sir, it was laid down between Vesālī and Sāvatthī, concerning the resident monks of the group of six monks. Venerable Sir, the resident monks of the group of six monks went ahead, ahead of the Sangha led by the Buddha, and took possession of the monasteries, they took possession of the lodgings, saying: “This will be for our preceptors, this will be for our teachers, this will be for us.” Venerable Sir, in that matter it was laid down.
