There is an offense incurred both inside and outside. There is an offense incurred within the boundary, not outside the boundary; There is an offense incurred outside the boundary, not within the boundary; There is an offense incurred both within the boundary and outside the boundary. By three modes one incurs an offense: One incurs by body, One incurs by speech, One incurs by body and speech. Also by these three modes one incurs an offense: In the midst of the Sangha, In the midst of a group, In the presence of an individual. By three modes one rises from an offense: One rises by body, One rises by speech, One rises by body and speech. Also by these three modes one rises from an offense: In the midst of the Sangha, In the midst of a group, In the presence of an individual. Three unrighteous acts of the non-deluded Vinaya. [cūḷava. 27] For a bhikkhu endowed with three factors, The Sangha, if it wishes, May perform the act of expulsion: He is a quarrel-maker, A strife-maker, A dispute-maker, A gossip-maker, A maker of legal cases in the Sangha; He is foolish, Incompetent; He is abundant in offenses, Unrepentant; He is a corrupter of families, Of evil conduct, His evil conduct is both seen and heard. For a bhikkhu endowed with three factors, The Sangha, if it wishes, May perform the act of reconciliation: He is a quarrel-maker, A strife-maker, A dispute-maker, A gossip-maker, A maker of legal cases in the Sangha. Neglectful, he is foolish and undeveloped, full of offenses, not confessing, he abuses and reviles laypeople. For a bhikkhu endowed with three qualities, if the Saṅgha wishes, it may perform the act of suspension for not acknowledging an offense. For a bhikkhu endowed with three qualities, if the Saṅgha wishes, it may perform the act of suspension for not making amends for an offense. For a bhikkhu endowed with three qualities, if the Saṅgha wishes, it may perform the act of suspension for not relinquishing a wicked view. He is a quarrel-maker... ...a maker of legal questions in the Saṅgha, he is foolish and undeveloped, full of offenses, not confessing, he does not wish to relinquish the wicked view. For a bhikkhu endowed with three qualities, if the Saṅgha wishes, it may admonish him severely. He is a quarrel-maker, a strife-maker, a dispute-maker, a gossip-maker, a maker of legal questions in the Saṅgha, he is foolish and undeveloped, full of offenses, not confessing, he lives mixed with laypeople, with inappropriate associations with laypeople. For a bhikkhu endowed with three qualities, an act should be performed: he is shameless, and foolish, and unregenerate. For a bhikkhu endowed with other three qualities, an act should be performed: he is deficient in higher morality, he is deficient in conduct, he is deficient in view. For a bhikkhu endowed with other three qualities, an act should be performed: he is endowed with bodily mischief, he is endowed with verbal mischief, he is endowed with bodily and verbal mischief. For a bhikkhu endowed with other three qualities, an act should be performed: with bodily misconduct... He is endowed with bodily misconduct. He is endowed with verbal misconduct. He is endowed with bodily and verbal misconduct. Furthermore, an act should be performed for a monk endowed with these three qualities: He is endowed with bodily harmfulness. He is endowed with verbal harmfulness. He is endowed with bodily and verbal harmfulness. Furthermore, an act should be performed for a monk endowed with these three qualities: He is endowed with bodily wrong livelihood. He is endowed with verbal wrong livelihood. He is endowed with bodily and verbal wrong livelihood. Furthermore, an act should be performed for a monk endowed with these three qualities: He ordains (others) while having fallen into an offense and had an act performed against him. He gives dependence (to others). He attends to a novice. Furthermore, an act should be performed for a monk endowed with these three qualities: He falls into the same offense for which the Saṅgha has performed an act (against him). Or another similar (offense). Or one worse than that. Furthermore, an act should be performed for a monk endowed with these three qualities: He speaks dispraise of the Buddha. He speaks dispraise of the Dhamma. He speaks dispraise of the Saṅgha. For a monk endowed with three qualities, who stops the Uposatha in the midst of the Saṅgha, the Uposatha should be performed by the Saṅgha, having suppressed him with "Enough, monk! No quarreling, no contention, no dispute, no controversy!" He is shameless, and foolish, and of an unwholesome nature. For a monk endowed with three qualities, who stops the Pavāraṇā in the midst of the Saṅgha, the Pavāraṇā should be performed by the Saṅgha, having suppressed him with "Enough, monk! No quarreling, no contention, no dispute, no controversy!" He is shameless, and foolish, and of an unwholesome nature. To a monk endowed with three qualities, no Saṅgha resolution should be given. He is shameless, and foolish, and of anwholesome nature. By a monk endowed with three qualities, no transaction should be made in the Saṅgha. He is shameless, and foolish, and of an And unpurified. A monk endowed with three qualities should not be placed in any individual position: he is shameless, and foolish, and unpurified. Three destined for states of woe, for hell – he who is unchaste, claiming to be chaste, he who slanders a pure celibate, one practicing utterly pure celibacy, with groundless unchastity, and he who speaks thus, holds such a view – "There is no fault in sensual pleasures," he falls into a state of ruin through sensual pleasures. Three roots of unwholesome action – greed is a root of unwholesome action, hatred is a root of unwholesome action, delusion is a root of unwholesome action. Three roots of wholesome action – non-greed is a root of wholesome action, non-hatred is a root of wholesome action, non-delusion is a root of wholesome action. Three bad conducts – bodily bad conduct, verbal bad conduct, mental bad conduct. Three good conducts – bodily good conduct, verbal good conduct, mental good conduct. For three reasons, the Blessed One prescribed the three-meal limit in families – for the restraint of ill-behaved individuals, for the comfortable living of agreeable monks, and out of compassion for families, "lest those with evil wishes, relying on a faction, should split the Saṅgha." Overcome by three ignoble qualities, Devadatta, with his mind consumed, became destined for states of woe, for hell, to remain for an eon, incurable, due to evil wishes, bad friendship, and stopping short of higher attainments with a mere trifle.
