[Mahāva. 393] “If, monks, a fourth monk on probation should grant probation, should send back to the beginning, should grant penance, should rehabilitate a twentieth, that is not an act, and it should not be done.” The ninety-four rules for a monk on probation are finished. 83. Then Venerable Upāli approached the Blessed One. Having approached, he saluted the Blessed One and sat down to one side. Sitting to one side, Venerable Upāli said to the Blessed One: “How many, venerable sir, are the night-breaks for a monk on probation?” “There are three, Upāli, night-breaks for a monk on probation. Dwelling together, dwelling apart, and not announcing – these, Upāli, are the three night-breaks for a monk on probation.” 84. Now at that time, a large assembly of monks had gathered in Sāvatthī. is. The bhikkhus on probation cannot complete their probation. They reported this matter to the Blessed One. ‘‘I allow, bhikkhus, to lay aside the probation. And thus, bhikkhus, it should be laid aside. That bhikkhu on probation, having approached a bhikkhu, having arranged his upper robe over one shoulder, having squatted, having raised his hands in añjali, should say this: ‘I lay aside the probation.’ The probation is laid aside. ‘I lay aside the observance.’ The observance is laid aside. 85. Now at that time, bhikkhus in Sāvatthī went hither and thither. The bhikkhus on probation were able to complete their probation. They reported this matter to the Blessed One. ‘‘I allow, bhikkhus, to undertake the probation. And thus, bhikkhus, it should be undertaken. That bhikkhu on probation, having approached a bhikkhu, having arranged his upper robe over one shoulder, having squatted, having raised his hands in añjali, should say this: ‘I undertake the probation.’ The probation is undertaken. ‘I undertake the observance.’ The observance is undertaken.’’ The Observance of the Bhikkhu on Probation is finished. 2. The Observance of One Liable to Reinstatement to the Beginning 86. Now at that time, bhikkhus liable to reinstatement to the beginning accepted salutations from ordinary bhikkhus, rising up, the añjali gesture, respectful greetings, offering seats, offering beds, water for the feet, footstools, foot-towels, receiving bowls and robes, and back-rubbing during bathing. Those bhikkhus who were of few wishes... they complained, grumbled, and criticized: ‘‘How can bhikkhus liable to reinstatement to the beginning accept salutations from ordinary bhikkhus, rising up... and back-rubbing during bathing?’’ Then those bhikkhus reported this matter to the Blessed One. Then the Blessed One, this In this connection, in this matter, having assembled the community of bhikkhus, he questioned the bhikkhus: "Is it true, bhikkhus, that bhikkhus liable to be sent back to the beginning accept salutation, rising up... and back-rubbing at bathing from bhikkhus in good standing?" How can it be, bhikkhus, that bhikkhus liable to be sent back to the beginning accept salutation, rising up... and back-rubbing at bathing! This, bhikkhus, is not for the conversion of the unconverted... Having rebuked them... having given a discourse on Dhamma, he addressed the bhikkhus: "Bhikkhus, a bhikkhu liable to be sent back to the beginning should not accept salutation, rising up, the gesture of clasped hands, respectful service, offering of a seat, offering of a bed, water for the feet, a footstool, a foot-towel, receiving of bowl and robe, or back-rubbing at bathing from bhikkhus in good standing. Whoever accepts it, commits an offense of wrong-doing. I allow, bhikkhus, for bhikkhus liable to be sent back to the beginning, mutual salutation, rising up... and back-rubbing at bathing, according to seniority. I allow, bhikkhus, for bhikkhus liable to be sent back to the beginning, five things according to seniority: Uposatha, Pavāraṇā, the rain-bathing cloth, invitation, and food. Therefore, bhikkhus, I shall lay down the duties for bhikkhus liable to be sent back to the beginning, how bhikkhus liable to be sent back to the beginning should conduct themselves." 87. Bhikkhus, a bhikkhu liable to be sent back to the beginning should conduct himself properly. This is the proper conduct: He should not give ordination. He should not give dependence. He should not appoint a novice. He should not accept the appointment as an instructress of bhikkhunis. Even if appointed, he should not instruct bhikkhunis. The offense for which he was made liable to be sent back to the beginning by the Saṅgha, that offense should not be committed again. Nor any other similar to it, or worse than it. The act should not be blamed, the doers should not be blamed. For a bhikkhu whose case is settled, the Uposatha should not be suspended, the Pavāraṇā should not be suspended, a verbal challenge should not be made, a rebuttal should not be initiated, an opportunity should not be created, he should not be admonished, he should not be reminded, he should not be associated with by bhikkhus. Bhikkhus, a bhikkhu who deserves to be sent back to the beginning should not go in front of a bhikkhu whose case is settled, should not sit in front of him. Whatever is the limit of the Sangha's seating, the limit of their sleeping places, the limit of their dwellings, that should be given to him. And he should accept it. He should not undertake the forest-dweller's practice, he should not undertake the alms-round practice, and on that account, alms food should not be made to be brought out – thinking, "Lest they know me."
