In an unlawful act, with perception of an unlawful act, there is an offense of wrong-doing. 714. There is no offense for one not admonishing, for one relinquishing, for one who is insane, for the first offender. The seventh Sanghādisesa training rule is concluded. 8. Those bhikkhunīs who were of few wishes... they complained, grumbled, and criticized: "How can the venerable Caṇḍakālī, having been rejected in some case, angry and displeased, speak thus: 'The bhikkhunīs go by desire... the bhikkhunīs go by fear'?"... "Is it true, bhikkhus, that the bhikkhunī Caṇḍakālī, having been rejected in some case, angry and displeased, spoke thus: 'The bhikkhunīs go by desire... the bhikkhunīs go by fear'?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her... "How can the bhikkhunī Caṇḍakālī, having been rejected in some case, angry and displeased, speak thus: 'The bhikkhunīs go by desire... the bhikkhunīs go by fear'!" "This, bhikkhus, is not for the conviction of the unconvicted... And thus, bhikkhus, let the bhikkhunīs recite this training rule: 716. "Should any bhikkhunī, having been rejected in some case, angry and displeased, speak thus: 'The bhikkhunīs go by desire, the bhikkhunīs go by hatred, the bhikkhunīs go by delusion, the bhikkhunīs go by fear,' that bhikkhunī should be admonished by the bhikkhunīs thus: 'Venerable one, do not, having been rejected in some case, angry and displeased, speak thus: "The bhikkhunīs go by desire, the bhikkhunīs go by hatred, the bhikkhunīs go by delusion, the bhikkhunīs go by fear." The venerable one herself might go by desire, might go by hatred, might go by delusion, might go by fear.' And if that bhikkhunī, being admonished by the bhikkhunīs, so too should she grasp it. That bhikkhunī should be admonished by the bhikkhunīs up to the third time for the relinquishing of that. If, being admonished up to the third time, she relinquishes that, that is good. If she does not relinquish it, this bhikkhunī too has incurred an offense requiring expulsion, a Saṅghādisesa. 717. "Yāpanā" means whatever kind... "Bhikkhunī" means... this bhikkhunī is intended in this context. "In some matter" means matter, there are four matters: a dispute matter, an accusation matter, an offense matter, a duty matter. "Paccākatā" means defeated. "Kupitā anattamanā" means displeased, with a disturbed mind, filled with resentment. "Evaṃ vadeyya" means "The bhikkhunīs go by desire... the bhikkhunīs go by fear." "Sā bhikkhunī" means that bhikkhunī who speaks thus. "Bhikkhunīhi" means by other bhikkhunīs. Those who see, those who hear, should say to her: "Do not, venerable one, being defeated in some matter, displeased, with a disturbed mind, speak thus: 'The bhikkhunīs go by desire... the bhikkhunīs go by fear.' The venerable one might indeed go by desire... might go by fear." A second time she should be told. A third time she should be told. If she relinquishes it, that is good. If she does not relinquish it, there is an offense of wrong-doing. Having heard, if they do not speak, there is an offense of wrong-doing. That bhikkhunī should be dragged even into the midst of the Saṅgha and told: "Do not, venerable one, being defeated in some matter, displeased, with a disturbed mind, speak thus: 'The bhikkhunīs go by desire... the bhikkhunīs go by fear.' The venerable one might indeed go by desire... might go by fear." A second time she should be told. A third time she should be told. If she relinquishes it, that is good. If she does not relinquish it, there is an offense of wrong-doing. That bhikkhunī should be admonished. And thus, bhikkhus, should she be admonished. By a competent bhikkhunī By the capable nun, the Sangha should be informed – 718. ‘‘Let the venerable Sangha hear me. This nun, so-and-so, in some dispute, having been rejected, angry, displeased, speaks thus: ‘Nuns are led by desire… and nuns are led by fear.’ She does not relinquish that matter. If it is suitable for the Sangha, the Sangha should admonish this nun, so-and-so, for the relinquishing of that matter. This is the motion. ‘‘Let the venerable Sangha hear me. This nun, so-and-so, in some dispute, having been rejected, angry, displeased, speaks thus: ‘Nuns are led by desire… and nuns are led by fear.’ She does not relinquish that matter. The Sangha admonishes this nun, so-and-so, for the relinquishing of that matter. To whichever venerable one it is agreeable, the admonition of this nun, so-and-so, for the relinquishing of that matter, she should remain silent; to whom it is not agreeable, she should speak. ‘‘A second time I speak this matter… a third time I speak this matter…. ‘‘Admonished by the Sangha is this nun, so-and-so, for the relinquishing of that matter. It is agreeable to the Sangha, therefore it is silent, thus I hold this.’’ For the motion, a wrong-doing. For two formal announcements, grave offenses. "This also" is said with reference to the former ones. "Up to the third time" means one incurs (an offense) up to the third admonition, not together with the actual transgression of the matter. "To be expelled" means is expelled from the Sangha. "Sanghādisesa" (means)… therefore it is called Sanghādisesa. 719. In a proper act, with the perception of a proper act, if one does not relinquish, an offense of Sanghādisesa. In a proper act, being in doubt, if one does not relinquish, an offense of Sanghādisesa. In a proper act, with the perception of an improper act, if one does not relinquish, an offense An offense of Saṅghādisesa. "Should bhikkhunīs live in close association, of bad conduct, of bad repute, of bad fame, causing annoyance to the community of bhikkhunīs, concealing each other's faults, those bhikkhunīs should be told by the bhikkhunīs thus: 'Sisters are living in close association, of bad conduct, of bad repute, of bad fame, causing annoyance to the community of bhikkhunīs, concealing each other's faults. Separate Separate yourselves, ladies. The Saṅgha praises only seclusion for the sisters. And if those bhikkhunīs, being told thus by bhikkhunīs, should maintain the same, those bhikkhunīs should be admonished by bhikkhunīs up to the third time for its relinquishment. If, being admonished up to the third time, they relinquish it, that is good; if they do not relinquish it, these bhikkhunīs too have fallen into a matter requiring a Saṅghādisesa leading to expulsion. 723. "Bhikkhunīs" means those who have received the higher ordination. "Living in association" means living in association by inappropriate bodily and verbal contact. "Of evil conduct" means endowed with evil conduct. "Of evil repute" means risen with an evil reputation. "Of evil fame" means they maintain their lives by evil livelihood. "Harassing the Bhikkhunī Saṅgha" means they object when a duty is being performed for each other. "Concealing each other's faults" means they conceal each other's faults. "Those bhikkhunīs" means those bhikkhunīs who are in association. "By bhikkhunīs" means by other bhikkhunīs. Those who see, those who hear, should say to them: "Sisters, you are living in association, of evil conduct, of evil repute, of evil fame, harassing the Bhikkhunī Saṅgha, concealing each other's faults. Separate yourselves, ladies. The Saṅgha praises only seclusion for the sisters." A second time they should be told. A third time they should be told. If they relinquish it, that is good; if they do not relinquish it, there is an offense of wrong-doing. If, having heard, they do not speak, there is an offense of wrong-doing. Those bhikkhunīs, even having been drawn into the midst of the Saṅgha, should be told: "Sisters, you are living in association, of evil conduct, of evil repute,
