2. The Section on Saṅghādisesa (Bhikkhunīvibhaṅga) 1. The First Saṅghādisesa Training Rule These, venerable ladies, are the seventeen Saṅghādisesa Dhammas that come up for recitation. 678. At that time, the Buddha, the Blessed One, was dwelling in Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's Park. At that time, a certain lay follower, having given a dwelling place to the Bhikkhunī Saṅgha, had passed away. He had two sons—one faithless and displeased, one faithful and pleased. They divided their paternal property. Then that faithless and displeased one said to that faithful and pleased one, "It is our dwelling place; let us divide it." When this was said, that faithful and pleased one said to that faithless and displeased one, "Do not speak thus, venerable sir. It was given by our father to the Bhikkhunī Saṅgha." A second time, that faithless and displeased one said to that faithful and pleased one, "It is our dwelling place; let us divide it." Then that faithful and pleased one said to that faithless and displeased one, "Do not speak thus, venerable sir. It was given by our father to the Bhikkhunī Saṅgha." A third time, that faithless and displeased one said to that faithful and pleased one, "It is our dwelling place; let us divide it." Then that faithful and pleased one—thinking, "If it becomes mine, I too will give it to the Bhikkhunī Saṅgha"—said to that faithless and displeased one, "Let us divide it." Then, as that dwelling place was being divided by them, it fell to that faithless and displeased one. Then that faithless and displeased one approached the bhikkhunīs and said, "Leave, venerable ladies, it is our dwelling place." When this was said, the bhikkhunī Thullanandā said to that man, "Do not speak thus, venerable sir; it was given by your father to the Bhikkhunī Saṅgha." "Given or not given?" they asked the royal ministers. The royal ministers said, "Who, venerable ladies, knows the bhikkhunī "given to the Sangha?" When this was said, the bhikkhunī Thullanandā said to those ministers: "Have you, sirs, seen or heard of a gift being given without a witness?" Then those ministers, saying, "Indeed, lady, you speak the truth," gave that portion to the bhikkhunī Saṅgha. Then that man, defeated, complained, grumbled, and criticized: "These shaven-headed women are no recluses, they are harlots! How dare they cause our portion to be taken away!" The bhikkhunī Thullanandā reported this matter to the ministers. The ministers had that man punished. Then that man, having been punished, had a dwelling for Ājīvakas built not far from the bhikkhunī monastery, and incited the Ājīvakas: "Abuse these bhikkhunīs!" The bhikkhunī Thullanandā reported this matter to the ministers. The ministers had that man imprisoned. People complained, grumbled, criticized: "First the bhikkhunīs caused the portion to be taken away, second they caused him to be punished, third they caused him to be imprisoned. Now they will cause him to be killed!" The bhikkhunīs heard those people complaining, grumbling, and criticizing. Those bhikkhunīs who were of few wishes... they complained, grumbled, and criticized: "How can the lady Thullanandā dwell as one who speaks of her own superiority!" Then those bhikkhunīs reported this matter to the bhikkhus... "Is it true, bhikkhus, that the bhikkhunī Thullanandā dwells as one who speaks of her own superiority?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her... "How can the bhikkhunī Thullanandā, bhikkhus, dwell as one who speaks of her own superiority! This, bhikkhus, is not for the conversion of the unconverted... And thus, bhikkhus, let the bhikkhunīs recite this training rule: 679. "Should any bhikkhunī dwell as one who speaks of her own superiority, with a householder or a householder's son or a slave or a worker..." or even by a wandering ascetic, that bhikkhunī has fallen into an offense of the first offense, a Sanghādisesa involving expulsion. 680. What is meant by "whichever bhikkhunī" is whichever… …bhikkhunī… …this bhikkhunī is intended in this context. "Ussayavādikā" means one who is a go-between. "Gahapati" means anyone who dwells in a house. "Gahapatiputto" means any sons or brothers. "Dāso" means one born in the household, bought with money, or brought in as a captive. "Kammakāro" means a hired laborer, one who is employed. "Samaṇaparibbājako" means anyone who has adopted the life of a wandering ascetic, excluding bhikkhus, bhikkhunīs, sikkhamānās, sāmaṇeras, and sāmaṇerīs. If she says, "I will act as a go-between," and then seeks out the second party or goes to them, there is an offense of dukkata. If she informs one person, there is an offense of dukkata. If she informs the second person, there is an offense of thullaccaya. At the completion of the go-between act, there is an offense of Sanghādisesa. "Paṭhamāpattikaṃ" means she incurs the offense immediately upon the act of the basis, without a formal admonition. "Nissāraṇīyaṃ" means she is expelled from the Sangha. "Saṅghādisesaṃ" means only the Sangha gives her mānatta for that offense, reinstates her to the original state, and rehabilitates her, not many bhikkhunīs, nor a single bhikkhunī. Therefore it is called "Sanghādisesa." It is the name and designation of that class of offenses. Therefore it is also called "Sanghādisesa." 681. There is no offense if she goes when being dragged by people, if she asks for protection, if she informs without specifying anyone, if she is insane… …if she is the first offender. The first Sanghādisesa training rule is finished. 2. The Second Sanghādisesa Training Rule 682. At that time, the Buddha, the Blessed One, was dwelling in Sāvatthī, in Jeta's Grove, in Anāthapiṇḍika's monastery. Now at that time, in Vesālī, the wife of a certain Licchavi was unchaste. Then that Licchavi said to that woman, "Please desist, I will do you harm." Even though she was spoken to thus, she did not heed. Now at that time, in Vesālī, the assembly of Licchavis gathered had fallen into some trouble. Then that Licchavi said to those Licchavis: "Sirs, allow me one woman." "Who is she?" "My wife is unfaithful; I will kill her." "You may." That woman heard: "My husband intends to kill me." Taking her valuable ornaments, she went to Sāvatthī, approached the sectarians, and asked for ordination. The sectarians did not wish to ordain her. She approached the bhikkhunīs and asked for ordination. The bhikkhunīs also did not wish to ordain her. She approached the bhikkhunī Thullanandā, showed her the ornaments, and asked for ordination. The bhikkhunī Thullanandā took the ornaments and ordained her. Then that Licchavi, searching for that woman, went to Sāvatthī. Seeing her ordained among the bhikkhunīs, he approached King Pasenadi Kosala. Having approached, he said to King Pasenadi Kosala: "My wife, sire, has arrived in Sāvatthī with valuable ornaments. May your majesty allow her to be taken." "Then, my good man, search and tell me." "She has been seen, sire, ordained among the bhikkhunīs." "If, my good man, she is ordained among the bhikkhunīs, nothing can be done to her. The Dhamma has been well-proclaimed by the Blessed One; let her practice the holy life for the complete ending of suffering." Then that Licchavi complained, grumbled, and criticized: "How can bhikkhunīs ordain a thief!" The bhikkhunīs heard that Licchavi complaining, grumbling, and criticizing. Those bhikkhunīs who were of few desires... they complained, grumbled, and criticized: "How can the venerable Thullanandā ordain a thief!" Then those bhikkhunīs reported this matter to the bhikkhus... "Is it true, bhikkhus, that the bhikkhunī Thullanandā ordained a thief?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her... "How can it be, bhikkhus, Oh, Bhikkhunī Thullanandā will ordain a thief! This, monks, is not for the conversion of the unconverted... And so, monks, the bhikkhunīs should recite this training rule – Whatever bhikkhunī, knowing a thief, known to be liable to punishment, without informing the king, or the Sangha, or the group, or the assembly, or the guild, except in a proper case, should ordain her, that bhikkhunī also has fallen into the first offense, a Sanghādisesa leading to expulsion. "Whatever" means whatever kind of... "Bhikkhunī" means... the bhikkhunī intended in this context. "Knowing" means she herself knows, or others inform her, or she informs. "Thief" means whoever takes what is worth a five-māsaka coin or more than a five-māsaka coin, not given, reckoned as theft, that is a thief. "Liable to punishment" means having done what, she has become liable to punishment. "Known" means she is known by other people as "she is liable to punishment." "Without informing" means without asking. "King" means where the king rules, the king should be informed. "Sangha" means the bhikkhunī Sangha is meant, the bhikkhunī Sangha should be informed. "Group" means where the group rules, the group should be informed. "Assembly" means where the assembly rules, the assembly should be informed. "Guild" means where the guild rules, the guild should be informed. "Except in a proper case" means apart from a proper case. "Proper case" means two proper cases – either she was ordained among sectarians, or she was ordained among other bhikkhunīs. Apart from a proper case, with the thought "I will ordain her," if she seeks a group or a preceptor, or seeks a bowl or robes, or consecrates a boundary, there is an offense of wrong-doing. For the motion, an offense of wrong-doing. For two declarations of the act, a grave offense. At the conclusion of the declaration of the act, the preceptor incurs a Sanghādisesa. And the group and the preceptor incur an offense of wrong-doing. "That also" means it is said with reference to the preceding.
