Etc., in the six vehicles, the outer empowerment is done with the water of the tantra. The generation stage, Mahayoga, is done with the water of arising. The completion stage, Anuyoga, is done with the water of fame of accomplishment. The Great Perfection, Atiyoga, is done with the water of completion of the secret empowerment. As it is said, after the completion of the six empowerments such as Yoga, now for the empowerment within the secret mantra, there are thirty-six rituals. From the Kun Dus: "Outer and inner and secret, ten and eleven and thirteen, and with the distinction of two kinds, the supreme empowerment is complete in thirty-six." As it is said, the outer empowerment is ten, the inner empowerment is eleven, the accomplishment empowerment is thirteen, and the profound empowerment is shown as two. Although the outer empowerment, inner empowerment, Maha, accomplishment empowerment, and secret empowerment, Anu, are important, in general, when bestowing any empowerment, the master and disciples should sit on the throne with good clothes, ornaments, hairstyles, head ornaments, etc., with majesty, and hold turquoise and gold in their mouths, etc., and bestow the empowerment like a king. Also, everyone should bathe and purify themselves and wear clean clothes. The forehead, throat, and heart should be marked with fragrant scents, and the empowerment should be bestowed like a Brahmin. Or, everyone should be in the state of a wisdom deity, without the concept of purity or fear or shyness, and with the vigor of a great ascetic, the empowerment should be bestowed like a Chandalas. Although these appear to be different, their essence is the same. Therefore, one should sit on the empowerment seat with the pride of the chief deity, Chakrasamvara. The meaning of what is said is that on the empowerment seat, on top of the mandala of an eight-petaled lotus with complete door decorations, a thangka is placed. On the right, a white umbrella with a golden handle is erected. On the left, a victory banner is erected. Around the perimeter, auspicious substances and the eight auspicious symbols, etc., are arranged as offerings, either actually or through visualization. On such an empowerment seat, the disciples should practice the generation stage with the pride of being Chakrasamvara with twenty-one faces, forty-two arms, and eight legs with his consort, or with three faces and six arms, or with the pride of the Heruka of the cause, with one face and two arms. The lama should also clearly establish the pride of Chakrasamvara, the main deity of the mandala. Meditate on the mass of light in the form of a horse's ear and a 'pum pum' shape. Think that the rays of that light purify all the imprints and stains of the disciples' bad vessels. Then, cultivate the clear mind of loving-kindness, compassion, and bodhicitta, thinking to liberate these sentient beings from samsara and establish them in unsurpassed enlightenment. Then, to the disciples, say, "Please listen without distraction." For example, the wish-fulfilling jewel, the king of power, is the source of all needs and desires. Just as one's desires are fulfilled according to how one prays, this lama is also the source of all needs and desires. Whatever common or supreme wishes are prayed for will be fulfilled. Meditate on the lama as the Buddha, and pray with devotion, respect, and heartfelt compassion. The disciple joins their palms and repeats the following three times: To the enlightened Vajra Buddha, By the great bodhisattvas of the borderlands, Just as they worshipped and requested, Likewise, to us fortunate ones, By the great lord of yoga, Please grant the empowerments in order. Thus, pray. The lama says: All the Buddhas have, From the secret Vajra Three, All three realms have bowed, Bestowed the great empowerment. Thus, say. Then, the lama rises and bows towards the mandala, and with melody: In the mandala of the great assembly, Empowering the disciples, If I strive for the benefit of sentient beings, Please forgive and consider. Oṃ Vajra Samaya Hūṃ Jaḥ (Tibetan, Devanagari: ओँ वज्र समय हुं जः, Romanized Sanskrit: oṃ vajra samaya hūṃ jaḥ, Literal meaning: Om, Vajra, Vow, Hum, Ja). Recite three times.
