The Tantra of the Twelve Vajra Kīlas. In Sanskrit: Vajrakīlaya Dvipaśatantra. In Tibetan: The Tantra of the Twelve Vajra Kīlas. Homage to the Bhagavan Mahābhairava Vajrakīlaya, the son of all the Sugatas of the Five Families. Thus have I heard at one time. The Bhagavan Mahābhairava Vajrakīlaya, and the consort Samantabhadrī, the basis of all, together with the retinue of Samantabhadra's mind-wisdom, were dwelling in a spontaneously accomplished state, inseparable from the expanse of wisdom. From within a blazing mass of fierce indigo darkness, the Bhagavan Vajrakīlaya arose. The time had not yet come to tame beings through the peace of dharmatā, as they were separated from signlessness and attached to signs. They had matured into malicious and arrogant beings, harming and tormenting all sentient beings. In order to utterly destroy all harm to the Buddha's teachings, he entered into the samādhi called "The Unwavering, Utterly Fierce Army that Completely Reverses." Seeing that they could be tamed through the skillful means of fierce activity, he manifested an unbearable form of utter wrath. From his body, speech, and mind, this secret mantra arose: Oṃ Vajrakīlī Kīlāya Sarvavighnān Baṃ Hūṃ Phaṭ. By reciting this, from the uncommon realm, the mandala of wrathful deities was manifested. Why was this so? Because all beings, such as gods, nāgas, asuras, garudas, kinnaras, mahoragas, yakshas, pretas, flesh-eaters, gandharvas, bhūtas, emaciators, forgetters, madmen, great gods, the ten directional guardians, ḍākinīs, and so forth, were all under the power of delusion, not understanding the meaning of karmic cause and effect, separated from signlessness, and manifestly attached to signs. They would suffer in the three lower realms for many kalpas, experiencing much unhappiness. Due to the results of their karma, they were born as karmic rākṣasas. Because of similar causes, they appeared in forms that were extremely terrifying, fierce, ugly, foul-smelling, arrogant, and so forth. They harmed all sentient beings, robbed them of their splendor, inflicted harm, uttered terrifying sounds, created much unhappiness, and caused strife.
