Urge the letters of the lower wheel. In the center of the eight petals of the lower wheel are dragon-shaped three heads and six snake heads. The right one is utpala, and the left one is a lotus. On the petals of the lotus wheel, starting with ཎཎ (Tibetan, Devanagari, Romanized Sanskrit, literal Chinese meaning: ཎཎ) and ending with ཕཊ་ (Tibetan, Devanagari, Romanized Sanskrit, literal Chinese meaning: ཕཊ་). Like this, there are sixteen letters, and the seed syllables of their respective heart mantras. Visualize burning the nagas with the light of these letters. The first is to summon, the second is to subdue, and the last is to torment, striking with an iron hook. If you do this, all the nagas will be very afraid and terrified, and rain will fall from the waves of the ocean, descending very moistly. In this way, there will be no demonic disturbances. Offer the torma, wash the wheel, and nourish it with the milk of red cows and white goats, and nourish the nagas with dragon medicine. If the rain becomes too heavy, sit on top of the upper wheel, and then recite the mantras of the lower wheel. This mantra will definitely stop the rain. Perform the gathering, and become the deity yourself, becoming the deity in the clear mandala. This is called a mandala. Draw a bright and fierce mandala, decorate it with ornaments, musical instruments, wish-fulfilling trees, and satisfying offerings, and decorate all the secret mandalas with victory banners and other ornaments. This activity is the most supreme of all activities. If a supreme yogi practices it, there will be no obstacles to whatever activity is done. People who have vows and samadhi, if they do it, there will be results. From the Fierce Wrathful One's Great Power Tantra, the second chapter on the mandala and causing rain to fall. The evil spirit of the people's ruin, can use the skull of a zomo or mule, to suppress in the center of the village, or at the intersection of the place. The enemy evil spirit can use the skull of a horse or yak, to suppress at the enemy's border. The evil spirit can use the skull of a dog or wolf, to suppress in the center of the village. The door evil spirit can use the skull of a pig, to suppress under the threshold. The small evil spirit can use the skull of a piglet, to suppress under the bed. The tomb evil spirit can use the skull of a fox or badger, or the skull of a marmot, to suppress next to the tomb. The yogi's oath evil spirit can use the skull of a human, dog, pig, etc., to suppress in the stupa. Six mantras should also be written on the six spokes, and finally surrounded by the mantras of the Ten Wrathful Deities. Put a pillow on that skull, and nail it with the peg of the Great Powerful One. Suppress it crosswise, and strike it with the four activities. Whatever you do, do not doubt. Then, the Bhagavan Glorious Blood-Drinking King, Karma Heruka, the Bear-Headed One, the Mouse-Headed One, and the retinue of emanations, in order to pray, praised in this way: Alas!
