In the language of India: Shavanamukha Karmarajni Tantra. In Tibetan: The Tantra of the Queen of Action, the Jackal-Headed One. Homage to the Bhagavan, Glorious Samantabhadra Heruka! At the time when I spoke thus, before the Buddhas had appeared, in the realm of the unborn nature of reality, the Teacher Samantabhadra, with the Father and Mother Buddhas of the Five Families, and all the Bodhisattvas, remained in bliss in the state of equality. At that time, through the power of grasping and conception, the three—grasping, conceiver, and conceived—arose in succession. All beings without exception were gradually dominated by pride. The obstructing maras of wrong thought, the Yama of arrogance and conceit, and the rakshasas of ignorance and delusion, had great power in the three realms, and gradually gathered all of the three realms. Because they held the form of arrogance and pride, their aggregates of form were large and their substance was coarse. They were loud and fierce, holding various weapons in their hands. They were separated from the path of love and compassion. Through the power of holding onto greatness and strength as permanent, they believed in perverted views on the wrong path and the place of straying, and practiced the Dharma of signs as actions. They threw the seeds of existence with roughness, and experienced the suffering of hell. If they were liberated from that, they would again take the body of a rakshasa and wander in samsara as before. Their retinue also included rakshasis, matrikas, dakinis, and a very fierce retinue, who engaged in the act of killing and were strict. They consumed flesh, blood, and life. Because they did not possess definitive statements, they all went to the path of hell. The Buddhas, such as the Nirmanakaya, did not become the work of taming, but again resisted with arrogance. In the pure lands adorned with density, the Victorious Ones gazed with their minds. Vajrasattva arose from his seat and spoke thus to the Father Samantabhadra: Emaho! Bhagavan Alala! In these pure lands of the Victorious Ones, the evil maras and rakshasas, who disobey the Buddha's teachings, how should we diligently act towards them? Samantabhadra Deva commanded: The maras, Yamas, and rakshasas are bound by arrogance and pride, and act very wickedly and fiercely. Therefore, pacification will not benefit them. Act with wisdom and skillful means.
