The Tantra of the King of All Conducts, Meaningful Exertion. In Tibetan: The Tantra of the King of All Conducts, Meaningful Exertion. Homage to the Bhagavan Vajrasattva Samantabhadra. At one time when this was being taught, the Bhagavan, glorious Samantabhadra, was dwelling in a state of unborn, without inherent existence. Vajrasattva arose from the immovable samadhi and, with a great, unmingled meaning, prostrated to the teacher Samantabhadra and spoke thus: "Bhagavan, all sentient beings engage in the three actions of body, speech, and mind. Since they act in the three realms, how should the action of the body be performed, and with what view is it meaningful? How should the action of speech be performed, and with what view is it meaningful? How should the action of the mind be performed, and with what view is it meaningful? How should the action of skillful means be performed, and with what view is it meaningful? Bhagavan, please prophesy. Sugata, please prophesy." Having spoken thus, the Bhagavan spoke: "Vajrasattva, great skillful means, desiring to benefit beings, I shall teach what you have asked well. Any sentient being who is confused, not knowing samsara to be like an illusion, engages in characteristics for the sake of action. Such a one, with the nature of permanence, that kind of action is the cause of samsara. Therefore, desiring the treasure of pith instructions, listen well to this tantra. How should the action of the body be performed, and with what view should it be endowed? The action of the body is to be performed with skillful means and wisdom. The action of the body is to be performed without obstruction and without attachment. The action of the body is to be performed in the mandala of moving mudras. The action of the body is to be performed in the realm of purity. The action of the body is to be performed with appearance and clarity. The action of the body is to be performed without abiding in non-abandonment. The action of the body is to be performed in the state of the unmoving body. Among these, the action of the body performed with skillful means and wisdom is this: the body is skillful means; that which goes higher and higher is wisdom. The five aggregates produced by the five great elements are skillful means; since they do not abide in any of the five great elements, they are wisdom. Consciousness

The eight consciousnesses are skillful means; whatever is seen, heard, tasted, felt, known, and cognized through them is wisdom. The three poisons of affliction are skillful means; their existence and activity in the three realms and six classes of beings are wisdom. The faculties are skillful means; the objects are wisdom. Cognition is skillful means; existence is wisdom. Therefore, it is taught thus: For the vessel and essence, means and wisdom, however one uses all characteristics, being skilled in means is wisdom. If one understands the meaning of means and wisdom, one possesses the authority of the Buddhas themselves. Apart from this, there is no other instruction; I, Samantabhadra, have spoken. Among these, the meaning associated with the view of the body is: Knowing the body to be unborn is the utterly pure sphere. That very thing, without inherent existence, pervading all, is the utterly pure expanse. Not grasping, not clinging, and pervading all is the nature of skillful means. Therefore, the body of Vajrasattva is said to exist and not exist. The body is said to be stable and unstable. The body is said to be pervasive and non-pervasive. Why is this? Because it is enumerated as a symbol, but the meaning is not grasped. Dharmata is the body. The body is dharmata. Why is this? Because it is non-dual. The body of Vajrasattva is not dharmata. Dharmata is not the body. Why is this? Because it is not fixated upon characteristics. The body of Vajrasattva is the mandala of the deity. The mandala of the deity is the body. Why is this? Because it is not separate, but undifferentiated. The body of Vajrasattva is not the mandala of the deity. The mandala of the deity is not the body. Why is this? Because it is not a permanent body. The body of Vajrasattva is the instruction. The instruction is the body. Why is this? Because it is definitively shown and indicates the meaning. The body of Vajrasattva is not the instruction. The instruction is not the body. Why is this? Because it is not the dried-up body of the arrogant. Therefore, it is taught thus: All movements of the body are the nature of the great mudra, so there is nothing to be treated as a fault. Because there is no distinction between good and bad, in the mandala of the mudra of means, movements stir the ocean of samaya, the great bindu of non-dual play, is certain.
