The so-called "Ocean-Vast-Luminous" is: The essence of the ocean is unborn. Vastness is the vastness of the Dharma-nature vehicle, Luminosity is primordially pure, radiant luminosity. Therefore, it is called the "Ocean-Vast-Luminous Tantra." "Ocean" indicates without reliance, without dependence, "Vast" indicates without object, without wavering, "Luminous" indicates without action, free from elaboration, "Luminosity" indicates primordially pure, without obscuration. Therefore, it is called the "Ocean-Vast-Luminous Tantra." The ocean indicates the view of unborn, primordially pure, Vastness indicates the meditation of unwavering reality, Luminosity indicates relaxed, open, easy to understand, Actionless, free from elaboration conduct. In the beginning, middle, and end of the tantra, Wisdom constantly abides, It is the tantra of essence that never ceases. From the very beginning to the end, The unborn constantly abides, It is the essence tantra of unborn, primordially pure. From the time of the ground-wind until now, Luminosity constantly abides, It is the tantra of manifest luminosity, radiant, pure. Thus it is said. From the supreme tantra, "Sun, Moon, Radiant, Space, Pure, Ocean-Vast-Luminous Tantra." The twenty-third chapter, explaining the name of the tantra. Then, Luminous Purity Jewel asked: "To explain the unborn, primordially pure, What kind of fortunate ones are qualified to teach this tantra?" The Teacher spoke to the assembly: "For example, lion's milk, Can only be poured into precious golden vessels. If poured into inferior vessels, The essence will be lost, and the vessel will break. Likewise, profound teachings like the essence of the sun and moon, Should only be taught to a few qualified individuals. If taught to unqualified individuals, The Dharma will be lost, and oneself will be ruined. Therefore, cherish the difference in vessels. The fortunate ones who can teach this tantra are: Unchanging speech, like the wisdom of Mount Meru, Having great compassion and altruism, and offering to the Three Jewels, Regarding the Lama as the crown of the head, holding the instructions in the heart, Guarding vows, following the Dharma, fearing karmic consequences. Entrust the tantra to those who are gentle, patient, and unwearied. Speak little to those who are proud and stingy, guide them towards the Dharma. Regarding worldly possessions such as jewels, Give without attachment, without stinginess. Only to such people should this profound tantra be taught. Do not teach those who have evil minds, deceive fellow practitioners, Lack vows, lack compassion, Enjoy greatness, engage in evil deeds, have attachment, Are cunning, deceitful, and shameless.

Behavior is unrestrained, and all places are filled with lies. Oral instructions are like going to market, and ears are filled with lies. Yogis, desiring food and wealth, walk on the streets like beggars. Imitating practicing in solitary places, doing the yoga of wandering in cities. Without asceticism and secret mantra, behavior and speech are filled with lies. Doing so will lead to short life and increased diseases. When the six invincible things occur, When the blessings of the Sugata cannot be resisted, The essence of the earth cannot resist gold, The treasures entrusted by the dakinis cannot be resisted, The wisdom entrusted by beings cannot be resisted, The discipline tamed by the Shravakas cannot be resisted, The Bhikshunis cannot protect their own bodies, When monks shoot arrows, When fathers and brothers fight internally, The outer fangs pierce inward, There will only be one such time.
