Because it does not fulfill the condition of 'novelty'. Why? Because it apprehends an object that has already been determined as non-deceptive by a prior valid cognition. That is, apprehending what has already been determined as non-deceptive through the ascertainment of a prior valid cognition does not fulfill the condition of 'non-deception'. For example, like the mind that apprehends blue, generated by the direct perception apprehending blue. It is not the case that 'decisive cognition' does not have a newly cognized object of knowledge, because it newly cognizes the generality that was not previously cognized. Then, what is the difference between the direct perception apprehending sound and the inference of 'sound is impermanent' that arises from it, in terms of their objects of engagement? One is the locus of origination of sound, and the other is the locus of origination of phenomena. Furthermore, what is the definition of a valid cognition? How is it shown that a newly cognized object of knowledge is necessary? It is shown by the treatises that establish the object of knowledge as being definitively two: the particular and the general. If it were the case that it only showed non-deception with respect to this and that, then in the 'Two Chapters on Certainty' of the *Pramāṇavārttika* (Commentary on Valid Cognition), after establishing the object of knowledge as being definitively two: the particular and the general, establishing that the object of engagement is definitively only the particular would become meaningless. Then, can one be established as a valid cognition merely by newly cognizing the object of knowledge and being non-deceptive with respect to the object of engagement? No, because merely these also exist in the mind that believes the light of a jewel to be a jewel. Then, what is it? It needs to be non-deceptive with respect to the object of engagement that is in accordance with the decision. Then, how is this shown? In the *Pramāṇaviniścaya* (Ascertainment of Valid Cognition), it says: 'Because after completely deciding through these, there is no deception in the action to be done.' This treatise shows this. Then, what is the difference between cognizing the object of knowledge and deciding? For generalities, there is no difference, but for particulars, decision does not require cognition, like the inference of 'sound is impermanent'. Then, what is the meaning of decision? It is the cutting off of superimposition. There are two types of this: inference cuts off by itself, while direct perception cuts off through ascertainment. In short, pervading through cutting off superimposition on the object of knowledge, that is the meaning of being non-deceptive with respect to the object of engagement. Therefore, the so-called 'decisive cognition' is also the ascertainment of the object that has already had superimposition cut off by the prior valid cognition as its immediate cause. Merely engaging with an object that has already been cognized by the prior valid cognition as its immediate cause cannot establish it as 'decisive cognition', like the inference cognizing 'sound is impermanent' that arises from the direct perception apprehending 'sound is impermanent'. I worry that if the subsequent inference (anumāna-pramāṇa, inferential cognition) of previously non-existent realization becomes a measure without an object, it will lead to such a result. Furthermore, if the object measured by the scripture 'the clarifier of unknown meaning' is not the definition of a measure as the knowledge of newly realized things that were not previously realized, it will also lead to such a result. This is my concern. To dispel these doubts, the method is as follows: The first debate does not cause harm, just like this: The root consciousness direct perception (indriya-pratyakṣa, sensory perception) of perceiving blue, although it is a measure for blue, it is like something not realized. Similarly, the subsequent inference of realizing sound's impermanence, although it is a measure for the self-characteristic (svalakṣaṇa, own-characteristic) of sound's impermanence, it is like something not realized. The reason for the first argument is: As it is said: 'Although it is self-cognition, it also wants to cognize others.' From this statement, it can be known that its meaning is that all direct perceptions that appear as external objects, their measured object is self-cognition, and they do not deceive external objects. As it is said: 'From the result of determination, this is regarded as cognizing others.' This is also the same meaning. Therefore, the earlier Tibetan scholars, although they explained self-cognition as nominally cognizing others, they did not explain it well. Moreover, the two measures that Master Dharmakīrti (Dharmakīrti) explained as being determined from others, although there is knowledge that does not deceive the object and has become a measure, there is no realization. This is because, when conceptual thought has doubts, the eye consciousness that grasps the red flame far away is a measure for fire, because it is a measure determined from others. This is because it is new knowledge that does not deceive the object that matches the determination, which is the self-characteristic of fire. Otherwise, one must search for the object where it has become a measure. But it cannot be thought that it realizes fire, because it will become the aggregate of form (rūpa-skandha, form aggregate). The same is true for the eye consciousness that grasps meat and forests. The method of dispelling the second debate is as follows: When the object of the subsequent inference that realizes emptiness is considered to be the self-characteristic of sound's impermanence, then it is a measure for the self-characteristic of sound's impermanence. Then, if something is proven to be sound's impermanence, wouldn't that become a reason for proving what has already been established? No, because what is called a measure that has already been established refers to what is established by a measure determined by its own power, not by another measure. Just like for an opponent who has direct perception of sound's impermanence, it is necessary to prove it with the characteristic of sound's impermanence. As it is said: 'It has also already been established from root consciousness.' And 'If it is not established, then like this, because it is completely established, so it is like subsequent inference.'
