When བཀྲ་ཤིས་ཡར་འཕེལ་ (Tashi Yar Pel) was enthroned as the head of གཞུང་བརྒྱ་པ་ (Hundred Households), there was an intention to present him with a set of religious laws, but it was repeatedly delayed due to busyness. The Khen Rinpoche also repeatedly urged for its swift completion. It is important that the monks are harmonious and abide by the rules. Although the previous two documents contained detailed explanations, it may be because not all monks were clear about them, or like the documents of the Khenpo, དབུ་ཆོས་ (chant leader), etc., they were not properly arranged, leading to women and nuns, etc., being able to reside freely in the labrang (bla brang, living Buddha's residence) and monks' quarters in the past. Now, if relatives or important guests come to visit, they must obtain permission from the ཆོས་ཁྲིམས་པ་ (law enforcer) and can only visit during the day, not overnight. If someone secretly violates this, the ཆོས་ཁྲིམས་པ་ (law enforcer) will report to the Khenpo, and penalties will be imposed according to the severity of the violation. During the དུས་མདོས་ (Kalachakra ceremony), from the twenty-third to གནམ་གང་ (twenty-ninth), it is necessary to receive guests who have taken leave from work or have been granted permission, as well as patrons, providing necessary hospitality during the day and arranging for them to stay in homes down the mountain at night, not allowing them to stay in the monks' quarters. On the evening of གནམ་གང་ (twenty-ninth), the representative of the labrang and the ཆོས་ཁྲིམས་པ་ (law enforcer) must prevent the traffic of illicit alcohol in གླིང་ཡུལ་རྒྱབ་པ་ (Ling area). If the labrang needs monks to transport manure, etc., they must consult the ཆོས་ཁྲིམས་པ་ (law enforcer) and arrange for women or nuns to work during the day, not allowing them to stay overnight. Each monk must take care of at least one piece of land of the monastery's public property. It seems that some people are living on the monastery's land or in the village. They need to hold the ཆོས་ཁྲིམས་ (law) document issued by the monastery twice, and they are not allowed to move around freely until permission is granted. In the past, they seemed to indulge in drinking and merrymaking, and even sing songs. Now, it is absolutely forbidden to engage in such evil deeds. As stated in the འདུལ་ལུང་ (Vinaya Sutra), there is no more serious crime than this. From now on, except for a small amount of medicinal wine, no alcohol should be consumed casually. If someone disregards the rules, the Khenpo, དབུ་ཆོས་ (chant leader), and other staff will negotiate and impose appropriate penalties according to the severity of the violation. No words related to sex should be spoken. Apart from this, when accepting all the precepts, one should protect the vows according to the Khenpo's instructions. For acts such as disrupting the order of the monastery, colluding with outsiders, plotting malicious schemes, etc., although severe penalties should be imposed according to Mongolian law (Hor Trim), the final punishment of the monastery is expulsion, severing ties with the Sangha, and prohibiting entry into the Protector's Hall. The Protector's Hall should strictly prohibit hanging masks with bloodstains, etc., and engaging in any violent behavior.
