Thus it was said. For example, the complete Buddhas, lords of existence and peace, although free from the five efforts of teaching the Dharma, pervade all beings with the Buddha's speech and teach the Dharma to the fortunate ones in accordance with their capacity. The third has two parts: detailed explanation and summary of meaning. The first is: Just as among the gods, the sound of the drum arises from their own actions, so too, the Dharma of the Sage in the world is said to arise from their own actions. The sound, devoid of effort, place, body, and mind, how does it accomplish peace? Likewise, that Dharma, devoid of effort and so on, accomplishes peace. Thus it was said. How is it? Just as among the gods, the sound of the great drum arises from the power of the gods' own virtuous actions, so too, in the world of those to be tamed, the Buddhas appear to teach the Dharma, which arises from the meritorious actions of sentient beings themselves. The sound of the drum is devoid of the effort of a person, the place of origin, the body as a basis, and the mind of intention, yet, just as that sound of the drum encourages the gods to enter the Dharma and achieve peace, so too, the Buddha is free from the effort of teaching the Dharma, but that Dharma pacifies the suffering of those to be tamed and achieves the peace of Nirvana. The second is: Just as in the city of the gods, the fearlessness bestowed by the sound of the drum, when engaging in the battle of afflictions, overcomes the armies of the Asuras and dispels all amusements, so too, in this pure world, that which arises from the cause of formless meditations and so on, utterly destroys the afflictions and sufferings of sentient beings, and proclaims the path of supreme peace. Thus it was said. How is it? Just as in the city of the gods, in the Palace of Complete Victory, the fearlessness bestowed upon the gods, arising from the sound of the great drum existing in space, when the gods go forth in a fierce manner, generating afflictions and hatred, and engage in battle with the Asuras, they conquer the armies of the Asuras, dispel the various amusements that distract from desires, and gradually establish them in enlightenment. Likewise, in this pure world of those to be tamed, the Buddha, arising from the cause of cultivating virtuous practices such as formless meditations,

The Buddha's teachings thoroughly destroy the cause of sentient beings—afflictions—and the result—suffering, pacifying all suffering, being the unsurpassed path, and being an excellent exposition of the Great Vehicle. The fourth is: Because for all beings, it possesses truth, benefit, happiness, and three kinds of miracles, therefore, the Buddha's voice surpasses the instruments of the heavenly realms. As it is said, because for the immeasurable beings to be tamed, it is in accordance with their respective intentions, not a temporary difference, but truth; ultimately placing them in the state of definitive goodness, it is benefit; temporarily placing them in the joy of manifest increase, it is happiness; possessing the three kinds of miracles of magical power, universal proclamation, and subsequent teaching, it is certain to liberate from suffering. Because it possesses the four qualities of Dharma, therefore, the voice of the fully enlightened Buddha proclaiming the Dharma far surpasses the instruments of the heavenly realms, because the instruments of the heavenly realms are only temporary benefit, happiness, and liberation. The fifth is: Although the sound of the drums in the heavens is vast, it cannot reach the ears of beings on earth. The sound of the Buddha's drums, however, can spread throughout the subterranean worlds of samsara. The heavenly realms have countless heavenly music, played to increase the fire of desire. But even a single word of the compassionate Buddhas can extinguish the fire of suffering. The beautiful and pleasing music of the heavenly realms is the cause of increasing mental distraction. But the words of the Tathagata, who possesses great compassion, can bring about samadhi, focus the mind, and inspire good thoughts. In short, in whatever world, what is the cause of happiness for gods and beings on earth? That is the Buddha's voice, which pervades all worlds, and is the root of happiness. As it is said. Although the vast regions of the heavens are filled with the sound of great drums, this sound is only temporary and cannot reach the ears of beings on earth. But the sound of the Buddha's drums proclaiming the Dharma, when the time is ripe, can spread throughout the subterranean worlds dwelling in samsara, therefore it is not temporary, but extremely superior.
