Second, regarding the method of pacifying disputes, there are two types: disputes that are pacified naturally and disputes that are pacified through pacifiers. The first is when the disputant dies, or is afflicted by a long-term illness, or returns the precepts and becomes a householder, or is pacified by the power of wisdom and bodhicitta arising in the mind-stream upon realizing selflessness, like these situations. Second, regarding the method of pacifying the first dispute, there are two types: pacification through direct perception and pacification by the majority. The first is when the two debaters argue about existence or non-existence, and later reach a consensus based on scripture and reasoning, like this, the two debaters pacify the dispute through direct perception. If the two debaters cannot pacify the dispute on their own, then rely on the arbitration of witnesses and proponents, and if that cannot pacify it, then rely on the sangha who know the ins and outs of the dispute, and if that cannot pacify it, then rely on four or more monks who are proficient in scripture and reasoning, through the pure one appointed by two karmas, and if that cannot pacify it, then rely on the pure one of the pure monks appointed by him through two karmas, and if that cannot pacify it, then present the dispute to the sangha including the elders, and let them pacify it, and if that cannot pacify it, then rely on the one who is proficient in the three pitakas and has become a reliable person to pacify it, and if that cannot pacify it, then present the dispute to the powerful elder who no one can disobey his commands, and let him pacify it, these are the eight types of pacification through direct perception. The second is, if these cannot be done, then distribute the lots (64n), and give purity to the majority side. Regarding the second dispute, there is giving discipline by remembering the downfall, and giving discipline to the un-maddened. The first is, after discussing the downfall, for those who do not clearly remember, let them recall whether they have committed the downfall, and if it is determined that they have not committed it, then give purity, and if it is determined that they have committed it, then remedy it and give instructions. The second is, in a state where the mind is not maddened, let them recall whether they have committed the downfall, and then deal with it as before. Regarding pacifying the third dispute, there are two types: recognizing the downfall and not recognizing the downfall. The first has to do with the individual, and with the entire sangha. The first is through admitting to discussing the downfall. The second is through a method like spreading grass, that is, confusing the objects of remedy for the two debaters who are uncertain, and then both sides prostrate to each other.
