Such a precept should be proclaimed: In this regard, a bhikshu who possesses the basis of reliance, the object of reliance being a human being or a fetus other than oneself, without confusion in thought, and whose motivation, even if it is benevolent, is aroused by the desire to kill, and whose action is through means of death such as poison, weapons, mantras, etc., even the smallest subsequent action, at that time or at another time, if the killer dies before his own death, this is the actual deed. The fourth is the downfall of lying, and also, any bhikkhu who does not know or fully understand, does not obtain the supreme human Dharma, the noble ones and distinctions, knowledge, views, and tactile experiences, but claims to know, to see, if he wants to purify this downfall, whenever asked, or not asked, says: 'Venerable ones, I said I knew without knowing, I said I saw without seeing,' if he says this is a false lie, except for arrogance, that bhikkhu has also fallen and cannot live together anymore. The meaning of this passage is to be explained, that is, the bhikkhu who possesses the basis of reliance, the object of speech possesses five non-self characteristics: being human, being able to speak, understanding meaning, knowledge existing naturally, not being a hermaphrodite or bisexual. The object of what is said is any quality of the world and beyond the world from the first dhyana to the Buddha that transcends the qualities of the desire realm. That is, seeing and hearing gods, nagas, etc. through the power of meditation, and the twenty kinds of impermanent concepts, as well as meditative images, immeasurables, and the four fruits of the ascetic, supernormal knowledge, and liberation. The speaker is also a bhikkhu who does not possess the Dharma that is spoken. Consciousness is not confused, the motivation is that one wants to say that one possesses the supreme human Dharma, or wants to change what others say, and accept it with language, like this continuously. Such as gossiping, etc., and seeing the flesh-eaters in the cemetery, etc., and the wisdom of hearing and thinking gathered by desire only being able to suppress afflictions, etc., and holding a tree to say that one is a teacher and obtaining fruit, etc., and if you are an Arhat, please enjoy my offerings, saying this but saying nothing, that is acceptance. The teaching is: do not make what has not been thought about a prophecy. The conclusion of declaring defeat is: Venerable ones. Thus it was said.
