Without being given by the landowner, at that place and time, through a single act, both the object to be stolen and the thief possess complete value. The act is: oneself or another being commissioned, through ordering a gathering of two or three, taking possession by means of power and stealth, etc., and when the thought of obtaining arises, one will fail. Generally, the ways in which the ownership of property changes are: like a father's property being controlled by a son, the owner of lineage; like dice being controlled by the king, the owner of national law; like prey being controlled by the hunter, the owner of intentional action; like summer gains being controlled by the Sangha, the owner of the Sugata's teachings. Complete value is: like prepared food, and like items from a cemetery, not being inferior. Everyone agrees that it should be set at a quarter of a Karshapana. However, the value of a quarter of a Karshapana varies greatly depending on the calculation of place and time. Now (page 16) it is said that one measures by an ounce of gold or silver. Now, the gross acts of taking what is not given are described: from deceiving about property to before completion. For example, deceiving in order to steal a lotus fine horse, enticing with goods and leading away horses, etc., sitting on a boat thinking of stealing this, stealing like this. The body changing after stealing, decreasing or increasing steps, etc., in order to steal, returning to a place unseen by the owner, denying borrowed words and images, at the time of not wanting to give those, premeditating with the thought of stealing before stealing. Denying after deceiving, when stealing by gambling, at the time of winning in front of the wise, after winning gambling in front of officials, at the time when the other party gives up due to gambling, at the time of losing on a bet but not yet becoming a winner, through the way of drawing water or preventing water from being drawn in one's own or another's field, informing the thief who has obtained a share of the road, cutting the reins of horses and cattle, etc., directly dividing the prey in the sky with the thought of stealing, etc., these are the gross aspects of the act. Incomplete value, ownerless treasure, thinking it is one's own, thinking it is another being's, when another entrusts it to another but neither of them takes ownership, the property of Nirvana without remainder, the items of the cemetery person, property with unpleasant sound, making one poor with secret mantras.

And, wasting other people's (16b) possessions, using mantras to wither fruits and other things, causing hail and other disasters to crops, enjoying borrowed things without saving, and stealing things that have no owner but are perceived to have one, are the fundamental gross offenses. The downfall of association is: In this case, the mind of stealing arises, and until the act of stealing actually occurs, it is a minor offense that needs to be restrained. Secretly touching things with body and speech, etc., until the actual stealing occurs, is a minor offense that needs to be confessed. For example, taking steps closer and closer until the stealing becomes imperceptible, each step is a minor offense. Merely untying the rope from a boat for the purpose of stealing, stealing Buddha statues etc. merely for the purpose of offering, tampering with numbers, calculations and decorations, erasing or adding marks, placing marks in other places, claiming eligibility for those who are not eligible, taking things without warning "Be careful of slipping", not telling others the way to avoid paying gambling debts and boat fares, releasing animals caught by hunters out of compassion, etc., are all minor offenses. What should be learned is: spying on what others enjoy, developing attachment to things that should not be coveted, not working with the mind of skill and merit, but only for wages, even without the intention of stealing, but picking up lost items of others and hiding them for a long time, not handing over the property that the owner does not know about to the monastic supervisor, etc., and the doctor taking medicine without the patient's permission, even if one has the right, but others (17a) consider the property as their own, taking it as one's own without permission. Robbers take away Dharma robes etc., even if one is unwilling, forcibly demanding the fee for teaching the Dharma. Eating without being invited. When picking up lost items of others, taking them without investigating whether someone has claimed them. Taking clothes from a corpse without permission. Destroying bird nests. Taking things given by those who are known as robbers. Taking things from those with a bad reputation, and using them directly without changing the color etc. Not giving the corpse to the hunter when a wild animal caught by a hunter enters the dwelling and dies, one should not do this, if one does, it is a minor offense. Here, there are six situations of stealing: like robbing by force is forcibly taking, not paying wages etc. is delaying payment, stealing unconsciously is deception, not repaying debts is owing debts.
