具足财富者,国王眷属众多应了知。26 众人恭敬行酬谢,胜于收取六水之赋税,自古以来所立之祖业,莫在新旧之时作区分。27 众人皆因悭吝故,布施意乐难区分,若以强力夺取,焚烧他人之心,此物亦将获得阎罗界,故当舍弃。28 恒时各自之士夫,与圣者之差别应了知,十六条清净人规,与修持圣者之行传当珍重。29 行事乖张勤于罪恶,于智或非智持中庸,所作酬谢与否皆难悦,凡夫之行传述说不尽。30 敬重业果知惭愧,具足慈悲堪忍受,亲切力大敢于直言,值得作为友伴而摄持。31 于时与非时,一切时中任性而为,以酒和赌博度日,此举将使世间法与佛法二者皆衰败。32 纵不悦耳然有益,虽不确定然是真,若为铭记于心之事,当舍弃与之相悖之事。33 为己利而献媚,与非佛法之赞颂,非为伟人所戴之耳环,坚固耳孔乃人王之庄严。34 如天鹅喜好湖泊般,当令圣者易于亲近,如水鸟逃离森林般,当令非圣者难以亲近。35 如母亲喜爱孩子般,汝当慈爱子民,如孩子侍奉母亲般,子民为何不以恭敬视之?36 若不精通世间法典,则治理世间之智慧将混乱。 若背离佛法之论典,纵然富足来世亦衰败。37 因受罪恶友人之影响,婆罗门童子亦持剑指鬘,由良善友人之摄持,无忧王亦成 धर्म(dharma,ध,达磨,法)王。38 汝虽富裕然勿骄纵,唯应追求功德,无有功德之国王,纵勇猛亦为夜叉之统领。39 虽知受用如水上浮萍,然于善法方面鲜少行持,纵然行持亦以罪恶成办,犹如龙脑香混入大蒜中。40

O possessor of wealth, you should know that there are many in the retinue of the king. 26 It is better to repay the respect shown by many than to collect taxes from the six rivers. Do not distinguish between old and new when it comes to the ancestral customs established since ancient times. 27 Since people are only stingy, it is difficult to distinguish the opportunity to be generous. If you take by force and burn the hearts of others, you will also obtain the world of Yama with this thing, so abandon it. 28 You should always know the difference between individual men and the holy ones. Cherish the sixteen pure human customs and the practice of the biographies of the holy ones. 29 Acting perversely and striving for evil, being indifferent to wisdom or non-wisdom, it is difficult to please whether or not one repays what has been done. The conduct of ordinary people cannot be fully described. 30 Respect karma and be ashamed, be compassionate and patient in practice. Be kind, powerful, and dare to speak frankly. It is worthy to be taken as a friend. 31 At times and not at times, acting arbitrarily at all times, and spending time with alcohol and gambling, this will cause both worldly and Buddhist laws to decline. 32 Even if it is unpleasant, it is beneficial, and even if it is uncertain, it is true. If it is something to be kept in mind, abandon what is contrary to it. 33 Flattery for one's own benefit and praise that is not Buddhist are not earrings worn by great men. A strong ear canal is the ornament of a king. 34 Just as a swan likes a lake, make it easy for holy ones to approach. Just as a water bird flees from the forest, make it difficult for non-holy ones to approach. 35 Just as a mother loves her child, you should be kind to your subjects. Just as a child serves his mother, why would the subjects not look upon you with respect? 36 If you are not proficient in worldly treatises, the wisdom to govern the world will be confused. If you turn away from the treatises of the Dharma, even if you are wealthy, you will decline in the future. 37 Influenced by evil friends, even the Brahmin boy held a sword garland. Through the guidance of good friends, King Ashoka became a Dharma King. 38 Although you are wealthy, do not be arrogant. You should only pursue merit. A king without merit, even if brave, is the leader of the Yakshas. 39 Although you know that enjoyment is like a floating weed, you rarely practice in the direction of virtue. Even if you practice, you accomplish it with evil, like mixing camphor with garlic. 40

Just as an ox follows without doubt behind one who is walking, so too, you enter into sacred conduct, and subjects and border regions also follow suit. 41. Since protecting oneself enables one to powerfully protect others, please uphold the tradition of the ancestral sage-kings and repair what has deteriorated. 42. Thus, as a descendant of Songtsen Gampo (c. 605-650 CE), in order to ascend the ladder of liberation, the ruler and ancestors protected the Dharma. 43. However, the flaws in the laws and the confusion caused by the biased judgments of unwise people, although existing from ancient times, can be eliminated. 44. Do not punish anyone with punishments that despise ascetics, torment those suffering from hunger, or impose extreme penalties. 45. Stealing from the Three Jewels, abandoning the true Dharma, tormenting even those who merely hold the appearance [of Dharma practitioners], and belonging to the five inexpiable sins, holding to the path of five unwholesome actions. 46. From the head of the king and the royal family, the stream of merit of those who have received empowerment, like a fire that is not consumed by demons, burns everything, and because of the failure of the fathers, it cuts off the fruit of happiness for gods and humans from the outside. 47. Similarly, for the ministers, in the abode of wrong views, destroying villages and cities, the king and ministers each have five definite transgressions. 48. Because it has been explained in the ten root downfalls and the Namas Tsi Sutra, there is no need for others to applaud this matter of protecting oneself. 49. There is no relative closer than generosity, delight in giving food to the helpless, and there is no asceticism comparable to patience, therefore, especially guard patience and vows. 50.
