Wasn't it already said that we, the Great Madhyamikas, do not refute anything at all? Furthermore, the intention of the scriptures is not mentioned here, because the great teacher refutes the pramana in common with the outsiders. Here, it is argued that when there is no refutation, because there is no antidote, it will not become a perfect abandonment, and therefore it will only become meaningless. It is not like that, as long as it becomes the object of consciousness, it is conventional, and we conventional ones will not prevent it from becoming the object of consciousness for a while. Furthermore, when all elaborations are pacified, it will not become a perfect abandonment, etc., those are just assumptions, because they are free from all elaborations. Therefore, other schools refute and establish as they wish, that is how things are, but like the outsider Madhyamikas, who believe that the Dharma of emptiness, which is established by dependence on others, is permanent, that cannot be refuted, and there will be a fault. If you say that it is just an assumption, it is not like that, because the great teacher Nagarjuna has already refuted it in the Commentary on the Lamp that Illuminates the Truth and so on, with the reasonings of pervasive non-observation and so on. Here, I have not written it because I am afraid of too many words. Therefore, the teacher's intention is to eliminate all the claims of refuting other schools, and finally, through the reasoning of dependence, to cut off the many appearances of his own claims, so that he does not refute anything at all. When there is no refutation at all, it does not become the object of consciousness and speech, therefore it is called the ultimate truth. Therefore, your accusation will only become meaningless. Now, in order to show liberation, "to that" etc. are mentioned. "To that" is a demonstrative word that indicates the target. Pramana is a dharma, because it depends on what is to be measured, so it is established by this reason, that is what is to be established. In order to illustrate the general pervasiveness with an example, "whatever and whatever" is mentioned. If it is established by itself, then it is certainly independent, therefore the reverse certainty is also indirectly shown.
