They also ride the sun and moon, circling the world. Some ride on clouds and winds, riding and traveling in the water. Some ride on lions and pig-lions, riding on the ground and traveling in the sky. Likewise, tigers and buffaloes, bears and bears, and cats also ride. Some ride on burdens and donkeys, riding and circling the world. Some ride on corpses and stones, riding and showing various transformations. Those are the servants of Yamaraja, who carry out orders. Like the yogis of Manjushri, they are urged according to their respective vows. Destroying evil and suppressing, expelling and separating, and tormenting, etc., after being urged according to their vows, they perform actions as desired. Here belongs to the method ritual called Vajra Command and Urging. By rotating and urging the wheel of command and vows of the Samadhi of Manjushri Wisdom Sattva, all the Buddhas and Bodhisattvas of the ten directions are also urged to their vows, and closely urged to the deeds of the Buddhas. Those who are extremely happy with the teachings of the Buddhas and uphold the vows are urged. For the noble Manjushri yogi, the friend of vows should be accomplished, and all the spirits who do not have vows should also be subdued by the wheel of command, so that they do not hinder the accomplishment and accomplish the friend of deeds. In particular, those who protect the sacred teachings of the Buddhas, the retinue of Vajradhara, etc., are extremely blazing, and the great assembly of unbearable wrathful bodies subdues the evil ones. For the sake of rotating the wheel of the command of vows, for the sake of closely accomplishing fierce deeds. The ritual of urging the wheel of the command of vows should be established here. In that, first, like before, combine the practice of meditating on the wheel of the Vajra Mandala. Slightly different, in the Vajra corners of Dharma origin, etc., visualize that all the Buddha lands of other directions are contained within. In that vase, visualize the Vajra Mandala as mentioned before in the stupa mudra in which this Buddha land is contained. Inside it, on the seat of the solar mandala.

The Bhagavan Akshobhya Buddha, whose body color is like that of precious lapis lazuli. Possessing the earth-touching mudra, one should contemplate that his body is fully endowed with all the vajra mandalas. At his heart is the one called "Manjushri Primordially Enlightened," whose body is white, with five faces and five tufts of hair, adorned with flowers, holding the Prajnaparamita Sutra in four volumes and other eight attributes as emblems, one should contemplate thus. At his heart, again, upon a lunar disc, one should contemplate "Manjushri Wisdom Hero," whose body color is like that of lapis lazuli, holding a sword and a vajra. At his heart is the "Wheel of the Command of Samaya," which is a wheel with thirty-two points like sword leaves. Its color is like that of precious indranila, marked with the syllable ཨོཾ་ (Tibetan: ཨོཾ,Devanagari: ओम्,IAST: oṃ,Literal meaning: Om) at the center. The remaining parts are marked with the thirty-two syllables of the root secret mantra. One should contemplate that these also have the same color, emitting red rays of light. Then, in the pure realms of the eastern direction, when the Buddha-field is completely pure, the Bhagavan Vairochana Buddha, called Vajradhatu, whose form is excellent and supreme, appears to the completely pure disciples, accomplishing the benefit of all. Hundreds of thousands of kotis of Bodhisattvas surround and gaze upon him, five hundred Vajradharas and other deities surround and protect him. Gods, nagas, asuras, and other fortunate assemblies respectfully surround and gaze upon him, making offerings and praises, one should contemplate well on this realm. Similarly, in the south, west, and north, Vajrabhu is the name of the Bhagavan Ratnasambhava Buddha, Vajrashikhar is the name of the Bhagavan Amitabha Buddha, and Vajrakarma is the name of the Bhagavan Amoghasiddhi Buddha, each with their own pure realms, one should contemplate thus. In this Buddha-field also, one should contemplate the retinue mandala in the same way. In particular, this Buddha-field is a place where evil beings reside. In order to subdue them, the mandala of the retinue of the Vajradharas, etc.

Within the wheel, one should contemplate the assembly of Vajra messengers, as previously described, surrounded by those who are extremely unsubdued and highly blessed in fierce activities. Then, first, from the wheel of the command of the Samaya, rays of light from the garland of letters should be emitted to the realms of the eastern direction, causing those Buddha-fields to be completely filled. Then, as the words "fiercely urge the wheel of command" are spoken, by urging in this way, the Buddhas and their retinues remember their respective Samayas, and from their hearts, rays of light of the essence of Samaya arise, dissolving into the letters of the root secret mantra, transforming into light, and becoming the wheel of the command of the Samaya. Then, the wheels fiercely revolve in the sky directly above their heads, and because of the extremely fierce revolution, a roaring and crackling sound, like the sound of the sky collapsing, unbearable to the ears, causes the earth to shake and the Buddha-fields to tremble violently. Burning like molten iron, unbearable to look at, arising from the power of their respective Samayas, even the Buddhas cannot destroy or demolish it. Because the teachings of the Samaya are well made, contemplate and urge the recitation of words that are worthy of being heard and are true, and having gathered in this Buddha-field, all the Buddhas and Bodhisattvas, as well as the Vidyaraja Vajradhara and their retinues, dissolve into Manjushri Jñanasattva, and by the power of the Samaya, transform into light, becoming the form of the wrathful king Yamantaka, blazing fiercely. Those of the world, including gods, who have and do not have Samaya, also gather before the wrathful king, prostrate, and join their palms. Those who have Samaya accomplish activities according to the Samaya, and those who do not have Samaya are also made to uphold the Samaya. Then, I will urge and entrust them with the activities I desire. Then, in the south, west, and north, one should also urge in the same way. Then, all the Buddhas gather in this Buddha-field, and having remembered the fierce activities, especially the assembly of Vajra messengers, which is extremely unbearable.
