"That is," refers to the secret letters that will appear below, which are profound and manifest enlightenment. "Believing and practicing" refers to how to encourage and practice. Now, it is said that this tantra is difficult to obtain, the path is near, and the fruits are vast, surpassing other places, starting from "then" and so on. Among them, "then" refers to "will become accomplishment" afterwards. "The rest" is easy to understand. "Why is this so?" refers to asking the reason that has not been told. The answer is, "Bhagavan" etc., meaning that at that time, sentient beings did not have the merit to hear profound secrets. This shows that it is difficult to obtain. "However," refers to doing great things, that is to say, "instant" etc. shows that the road is near. "Buddha's Bodhi" etc. shows that the fruit is vast, which is a special place. "In this life" refers to relying on the causes and conditions of empowerment etc., those who become Buddhas and practice with great rituals after empowerment, in order to achieve the supreme Buddha fruit in this life. "Three kinds of suffering" refers to the suffering of the body etc. "Pure secret letters" refers to showing extremely profound. Now, it is said that it belongs to the Tathagata's actions in the first chapter, in order to generate the Vajradhara fruit position. Abiding in the Dharmakaya, the goddess of the boundary mentioned above urges, starting from "then" and so on. Among them, "then" refers to "illegal" to "never said" that will appear below. "Freedom of place" refers to the master of place. "Joy" refers to what is born from touch. "Pleasing" refers to happiness. "That is the great meaning, it is the most victorious of what is to be cultivated." "Desire" is also from this, that is, from "protect with this" to grasping the key points for persuasion. "Protector, if so" etc. are easy to understand. Similarly, the rest is also easy to understand, so I have not explained it. "Wheel of Vows" refers to the wheel transformed by vows immediately, with the meaning of being close to the posture of abiding. Now is Vajra wisdom.

Belonging to the practice of wisdom. From the moment all Buddhas entered the heart of Vajrasattva, after the empowerment was spoken, and so on. Among them, "after that" refers to the moment after "entered the heart" in the first chapter. The realm of space refers to the secret place of the vidyā. The wisdom of the three vajras refers to the four dharmakayas such as the body, and the five wisdoms, which are direct perception. Samantabhadra refers to the general aspect. Separately speaking, the samaya vajra and others are also mentioned. Such as the six of Ksitigarbha and so on. The practice of vajra wisdom means that only wisdom is vajra, and it is the practice of obtaining it. Transcending the woman means from the bhaga (བྷ་ག་,,,) of the consort of Vajrasattva, entering the palace of the dharmadhatu, saying "entering" is also a praise for the above meaning. Bhagavan and so on. The letter of desire refers to the bodhicitta transformed from desire. The rest is easy to understand. Now, in order to benefit through the tantra that appears in sound, in order to proclaim the decree, the instruction is spoken, from "after that" and so on. Among them, "after that" refers to the moment from "these three" above to prostrating and not saying a word. This is a general instruction. Again, the instruction to the vajra dharma is specifically proclaimed. "After that" and so on, easy to understand. Also, the promise is proclaimed, "after that" and so on. Not saying a word means the meaning of fulfilling the wish. Now, having promised that instruction, saying "I will do as it is," then proclaiming the activities for the benefit of beings, from "after that" and so on. Among them, "after that" refers to the moment when all forms of the root and later sound tantras are complete. After that, proclaiming the tantra of the three vajra bodhisattvas to sentient beings means the meaning of complete perfection. After the root tantra is complete, it is said to enter one's own work, from "after that" and so on. Among them, "after that" refers to the moment from "I will do as it is" to "not saying a word." "Not saying a word" means that the bodies of all sentient beings in the three realms and the bodies of all Tathagatas are equal.

It is solely for the purpose of focusing on this. Therefore, yogis, having perfected the three unions, request (the deity) to return, completely gathering the minds of the three vajras. And also, it should be contemplated as being equal like the sky. Regarding this, it is also said: He is the very nature, the one endowed with speech, unobstructed Buddha, please return again. Thus it is said. The commentary on the seventeenth chapter is complete, the commentary on the root tantra is complete. Chapter Seventeen: Commentary on "The King of the Vajra Empowerment of the Samaya and Vows of All the Tathagatas."
