"Offerings should also be made" means that in order to be free from obstacles and become the cause of a perfect mandala, one should, for the sake of compassion, hold feasts for the external Sangha, and a feast wheel that is neither oppressive nor attached. "Abiding on the three wheels," etc., is because this is another approximation, meaning "the supreme bliss of the Dakini." "With petals" means having petals, meaning lotus. "Adorned with a garland of one hundred and a half" is an approximation. "Having six mudras" should be understood from this. Starting from "Making the threatening gesture," etc., the Bhagavati also does it especially, which is an approximation, and "one face, three eyes," etc., also appear, because it possesses them.
