It can cut off. The knowledge mantra made by Brahmins, practitioners, wanderers, and livelihood providers can cut it off. The knowledge mantra made by the Great自在天 can cut it off. The knowledge mantra made by Brahma, Indra, the King of Gods, the Great King, Vishnu, and the Desire自在天 can cut it off. The knowledge mantra made by the Great King, the leader of the Yakshas, the moon and the sun, the stars, and the planets can cut it off. The knowledge mantra made by gods, dragons, Yakshas, Rakshasas, Gandharvas, Asuras, Garudas, Kinnaras, and great belly walkers can cut it off. The knowledge mantra made by those with magical powers can cut it off. The knowledge mantra made by those in temples can cut it off. The knowledge mantra made by those in cemeteries can cut it off. The knowledge mantra made by those under trees, under mountains, on mountain tops, on the ground, in the sky, in all places, by humans, and by non-humans can cut it off. This Mikala knowledge mantra is the cutter. Outward cutter. Thorough cutter. Ananda, whoever uses this Mikala knowledge mantra for protection, for rescue, for acceptance, for accomplishment, can bring peace and happiness, can cut off punishment, can cut off weapons, can destroy poison, can prevent unfriendly people, and after making a boundary between one yojana or two yojanas, or twelve yojanas, whoever crosses this Mikala knowledge mantra, in the world of sentient beings including gods, including demons, including Brahma, including ascetics, and in the world including gods, humans, and Asuras, I have never seen, there is no such place. Ananda, the truth of all Buddhas, the truth of Dharma, the truth of Sangha, the truth of all who speak the truth, and the truth of all sages, may you not violate this assembly of sentient beings. Ananda, there are five times that cannot be violated, which are these.

One should not transgress the truth of the Buddha, should not transgress the truth of the Dharma, should not transgress the truth of the Sangha, should not transgress the truth of those who speak truthfully, should not transgress the truth of the sages, that is, what should not be transgressed by all beings, all diseases, all people, and all non-humans. May one be well and auspicious from all diseases, all beings, all hatred, and all unfriendliness. May nothing cause harm, may nothing cause injury, may nothing cause striking. Svāhā (svāhā, स्वहा, svāhā, accomplishment). Now the ritual of the vidyā-mantra of Mekhala will be explained. Offer flowers, incense, spices, and divine food to the Buddha, and then perform protection. The clean one, having put on clean clothes, smears the mandala with cow dung, then scatters flowers, and sits in the center of a vase filled with whatever is available as torma or flour or lotus, and a mixture of food, drink, and flowers, or a filled vessel, and burns incense continuously. One should bless everything with kusha grass. Self-protection and the protection of others are done with thread. Binding the clouds is done by making fire offerings with various flowering trees and various kinds of butter. To avert wind and rain, one should recite three times over a mat of muñja grass, then bless it seven times with the root vidyā-mantra, and cast away seven knots. If one wants to accomplish the path and obtain well-being, one should recite seven times three times at the edge of the Dharma robe, and then tie three knots. Having eaten three white foods and fasted for three days and nights, one should recite twenty-one times over a lotus and white mustard seed, and thereby delineate the boundaries of a village or city. If one wants to cut off all vidyā-mantras, one should recite seven times over various weapons, and then wash them in water. Having filled a new vessel with water, and having recited seven times, if one bathes, one will have bound all evil guidance. Having recited over white flowers and blown on them, the poison will be eliminated. For all diseases, one should bless with a twig of the karavīra tree, and if one performs self-protection, then wherever, for the sake of dispelling evil spirits, one can do all things. Around the king's palace, in the ghee of Snama flowers, using the firewood of Atimuktaka branches, consecrate with the rotating vidyā-mantra and burn it fourteen times. If you want to control the spirits, use goat's milk and goat's ghee, and the firewood of Apamarga trees, consecrate with the rotating vidyā-mantra and burn it five times. If you want to burn for the sake of all beings, use rice porridge and cow's milk, rue, rock salt, and the white oleander tree's firewood, recite twenty-one times, and then burn it, and it will become burning for the sake of all sentient beings. To obtain what is desired, use rue and ghee, recite the rotating vidyā-mantra seven times, wash your face and speak what you ask for, and you will obtain what you ask for. In all places, also offer incense, garlands, unguents, flowers, incense, powders, and oils to the Tathagata or the Tathagata's stupa, and offer food offerings as much as possible. With protection and ritual, may all beings of the Sahā world be protected, svāhā (成就). This is the accomplishment.
