It will create hundreds of thousands of billions of stupas, as numerous as the sands of the Ganges River. One will make offerings and serve ninety-nine hundreds of thousands of billions of perfectly complete Buddhas. Before that, all the gods will gather various clouds of offerings, place various objects in that stupa, and make offerings with the palace of the Tathagata and various objects. Those perfectly complete Buddhas will know and see, and thus bless. A son or daughter of a noble family will obtain great roots of virtue and all merits. Furthermore, whoever writes down this king of secret mantras without error, and recites it regularly, and performs the act of offering, if the body is touched, then wisdom itself will protect and save. All enemies from other sides, as well as those afflicted by constellations, yakshas, rakshasas, pretas, and so on, will not be able to cause harm, and they will scatter in fear. Whoever speaks with the one who recites the mantra will also completely purify the karmic obscurations of the five inexpiable sins. Whoever hears the sound of the mantra, or is touched by the shadow, or even if the body is touched, then the karmic obscurations and all sins of his past lives will be completely purified. The body of the one who recites the mantra will not be harmed by poison, will not be burned by fire, will not be carried away by water, all demons will not be able to find an opportunity, and will not be struck by lightning. All the Buddhas will protect and save, and will care for him with compassionate eyes. All the gods and those with vows will also help him, and the mantras, curses, and sorcery of others will not be able to harm him. Therefore, wherever the one who recites the mantra is, one should strive to practice the ritual of this secret mantra. Write down the secret mantra and build a stupa at the crossroads or the triple intersection of the road, where many people come and go, and place it inside, then all beings, including birds, bees, and even ants

即使是蚊子以上的生物所见、所闻、所触，以及被其触碰的土地、灰尘、风、阴影所触及，也能远离堕入旁生、饿鬼、恶趣的罪恶，以及将众生投入地狱的一切罪业。临终时，将转生到善趣高处的天界之中。由于过去的业障完全清净，将获得宿命通，成为不堕落的法性。之后，世尊向菩萨摩诃萨一切义成菩萨、秘密主金刚手、四大天王、娑婆世界之主梵天、梵天界的诸天，以及大自在天等诸天宣说：『善男子们，我将这些密咒之王的心髓完全交付于你们，你们应当时常恭敬供养，完全受持。将其置于珍宝的宝箧之中，在一切处所宣扬，永远不要中断，要向众生展示。如果见到和听闻，即使是五无间罪也能得以清净。』之后，菩萨摩诃萨一切义成菩萨、秘密主金刚手、四大天王、梵天、大自在天、无热恼子、天、龙、夜叉、罗刹、非天、大腹行等一切众，向世尊顶礼膜拜，异口同声地说道：『世尊，世尊以慈悲心念及我等，为了利益一切众生，我等将守护和恭敬供养您所宣说的此密咒的仪轨和建造佛塔的仪轨。将恒常受持，永不舍弃。书写、读诵和供养等事业也将奉行。未来之时，无论哪个众生听闻并理解此业法之类别，都将从恶趣、恶道、众生地狱等以及一切罪恶中解脱，世尊如是宣说。』

Even if seen, heard, touched by creatures above the mosquito, and touched by the earth, dust, wind, and shadows that touch it, they can be free from the sins of falling into animals, hungry ghosts, and evil destinies, and all the sins that throw sentient beings into hell. At the time of death, they will be reborn in the happy realm of the heavens. Because the karmic obscurations of the past are completely purified, they will attain the ability to remember past lives and become of a nature that does not fall back. Then, the Bhagavan spoke to the Bodhisattva Mahasattva Sarvanivaranaviskambhin, the Lord of Secrets Vajrapani, the Four Great Kings, Brahma, the lord of the Sahā world, the gods of the Brahma realm, and the gods such as Mahadeva: 'Good men, I entrust these essences of the king of mantras completely to you. You should always respect and serve them, and completely uphold them. Place them in a treasure chest of jewels and proclaim them in all places. Never interrupt them, and show them to sentient beings. If you see and hear them, even the sins of the five heinous crimes will be purified.' Then, the Bodhisattva Mahasattva Sarvanivaranaviskambhin, the Lord of Secrets Vajrapani, the Four Great Kings, Brahma, Mahadeva, Anavatapta's son, the gods, nagas, yakshas, rakshasas, asuras, mahoragas, and all others prostrated at the feet of the Bhagavan and spoke in unison: 'Bhagavan, Bhagavan, thinking of us with compassion, for the benefit of all sentient beings, we will protect and respectfully serve the rituals of this mantra and the rituals of building stupas as you have proclaimed. We will always uphold them and never abandon them. We will also perform the activities of writing, reading, and offering. In the future, whichever sentient being hears and understands this category of Dharma of action, they will be liberated from evil destinies, evil paths, sentient hells, and all sins, as the Bhagavan has proclaimed.'

We, in order to take the kindness of the Bhagavan upon our heads, will perform these tantric rituals as offerings. We will do them respectfully, we will do them reverently, we will establish the perception of them as precious, we will make them greatly increase. We will look upon them as being no different from the face of the Bhagavan. In order that they may never decline and that they may certainly flourish, we should strive diligently. After thus supplicating, the Bhagavan spoke, saying: "Noble men, it is good, good, very good that you abide in your vows, protect these tantric rituals, perform them as offerings, and promise to uphold them completely." After the Bhagavan had spoken thus, those assemblies, complete in every way, rejoiced and praised the words of the Bhagavan. Thus ends the Dharani called "The Noble Stainless Light, Perfectly Pure Light." It was translated, revised, and finalized by the Indian Abbot Vidyakarasiṃha and the Lotsawa, the monk Palgyi Lhunpo.
