Woolen clothes, Shana clothes, Zarma clothes, Dugula clothes, cotton-wool clothes, Kotamba clothes, and any of the Nio clothes. 'Having given' means not needing to return the gift, 'after that' means at another time. 'Having become angry, agitated, and arrogant, and being displeased' means the anger has not subsided. 'To snatch' means by oneself. 'To cause to snatch' means by another. 'Bhikshu' means any bhikshu. 'Remaining' means whatever remains of it. 'Should be given back' means should be given away. 'Given away' means having separated from the body. 'Nissaggiya Pacittiya' means having abandoned that object, one should confess the downfall of Nissaggiya. Therefore, it is called Nissaggiya Pacittiya. How does it become a downfall? By moving the body, by speaking words, by possessing both, and by others. How does it move the body? If a monk gives clothes to another monk, and then becomes angry, agitated, and fierce, and dissatisfied, and allows a householder to rob them, then as long as the monastic form of the clothes has not been removed, the householder will generate much non-merit, and the monk will commit a minor offense. If the monastic form of the clothes is removed, then the householder will generate a great deal of non-merit, and the monk will commit a Nissaggiya Pacittiya offense. If a monk gives clothes to another monk, and then becomes angry, agitated, and fierce, and dissatisfied, and allows a laywoman to rob them, then as long as the monastic form of the clothes has not been removed, the laywoman will generate much non-merit, and the monk will commit a minor offense. If the monastic form of the clothes is removed, then the laywoman will generate a great deal of non-merit, and the monk will commit a Nissaggiya Pacittiya offense. The same applies to other situations. There is no offense for other reasons or for disciplinary tools. What are other reasons? For example, if the teacher and preceptor live together, and the attendants go to a dangerous place at an inappropriate time, or to the riverbank or the edge of a large canal, the teacher and preceptor think, 'It would be bad if the clothes were stolen by thieves or deceitful people,' so they rob them or have them robbed. This is for other reasons. What are disciplinary tools? For example, if monks live together, and the attendants associate with evil friends, evil companions, and evil supporters, and engage in evil and delay their journey, then the preceptor and teacher think, 'It is not good for these people to rely on evil friends, evil companions, and evil supporters,' so they rob the clothes or have them robbed. This is for disciplinary tools. There is no offense for beginners, the insane, the mentally disturbed, or those overwhelmed by feelings.
