It is a Nissaggiya Pacittiya offense. For the sake of a bhikkhu, a householder or the wife of a householder who is not a relative accumulates donations of money for clothing, thinking, "With this money for clothing, I will buy such and such clothes, and when the bhikkhu named so-and-so comes, I will make suitable clothes for him in due time." If at that time the bhikkhu, without having been previously informed, has some thoughts arise, and for the sake of goodness, goes to that householder or the wife of the householder who is not a relative, and says this: "Venerable ones, with the money for clothing that you have accumulated for the sake of me, please buy such and such clothes for the venerable ones, and please make suitable clothes for me in due time." After saying this, when the clothes are made, it is a Nissaggiya Pacittiya offense. For the sake of a bhikkhu, a householder and the wife of a householder who are not relatives each accumulate donations of money for clothing, thinking, "We two will use these separate donations of money for clothing to each buy such and such clothes, and when the bhikkhu named so-and-so comes, we two will each make suitable clothes for him in due time." If at that time the bhikkhu, without having been previously informed, has some thoughts arise, and for the sake of goodness, goes to those householders and the wife of the householder who are not relatives, and says this: "Venerable ones, with the separate donations of money for clothing that you have each accumulated for the sake of me, please buy such and such separate clothes for the venerable ones, and then combine them, and please make a suitable garment for me in due time." After saying this, when the clothes are made, it is a Nissaggiya Pacittiya offense. For the sake of a bhikkhu, if a king or a great minister, or a Brahmin, or a householder, or a townsperson, or a villager, or a wealthy person, or a merchant, or a captain sends money for clothing in the hand of a messenger, and then that messenger takes that money for clothing and goes to where that bhikkhu is, and after arriving, says this to the bhikkhu: "May the noble one be aware, so-and-so, the king or the great minister, or the Brahmin, or the householder, or the townsperson, or the villager, or the wealthy person, or the merchant, or the captain, has [sent] the money for clothing."

If these are sent, saying, 'Holy one, please accept these for the sake of compassion.' Then, the monk should say to the messenger, 'Venerable messenger, monks are not allowed to accept the price of clothes. We will accept them when we obtain suitable clothes at the right time.' If the messenger says to the monk, 'What instructions do the holy ones give? What instructions do the holy ones accept? Is there anything?' The monk who desires clothes should say to the messenger, 'Venerable messenger, this is the instruction of the monks, this is the instruction accepted by the monks.' The gardener of the Sangha or the layperson who gives instructions should be indicated. Then, the messenger should take the price of the clothes and go to the one who gives instructions. Having gone there, he should say to the one who gives instructions, 'Venerable instructor, please know! Use the price of these clothes to buy clothes like this and that, and when the monk named so-and-so comes, dress him in suitable clothes at the right time.' Then, after the messenger has instructed and indicated the instructor very well and correctly, he should go to the monk and say to the monk, 'I have correctly indicated the instructor indicated by the holy one. Please go to him, and he will dress you in suitable clothes at the right time.' The monk who desires clothes should go to the instructor and say, 'Venerable instructor, I want clothes.' 'Venerable instructor, I want clothes.' He should urge him two or three times and remind him. After urging and reminding him two or three times, if the clothes are made, that is good. If they are not made, he should remain silent and not speak casually, waiting four, five, or six times. After waiting four, five, or six times, remaining silent and not speaking casually, if the clothes are made, that is good. If they are not made, then striving to make the clothes, if the clothes are made, it is a Nissaggiya Pacittiya offense. If they are not made, from where did the price of those clothes come?
