Thus have I heard: At one time, the Blessed One, Shakyamuni, was on the summit of Mount Potala, in the immeasurable palace of the Noble Avalokiteshvara, in a mandala adorned with various kinds of jewels, seated on a jeweled lion throne surrounded and hung with jeweled banners and flags. At that time, the Tathagata, seated on that throne, was about to expound the dharani mantra called "All-Holding," and was together with countless Bodhisattvas Mahasattvas, such as: Bodhisattva All-Holding King, Bodhisattva Jewel King, Bodhisattva Medicine King, Bodhisattva Medicine Supreme, Bodhisattva Avalokiteshvara, Bodhisattva Mahasthamaprapta, Bodhisattva Lotus Adornment, Bodhisattva Great Adornment, Bodhisattva Jewel Essence, Bodhisattva Glorious Essence, Bodhisattva Vajra Essence, Bodhisattva Space Essence, Bodhisattva Maitreya, Bodhisattva Samantabhadra, Bodhisattva Manjushri, and so on. Alas! The celestial king Dhṛtarāṣṭra is the principal one. Furthermore, countless gods, nāgas, yakṣas, gandharvas, asuras, garuḍas, kinnaras, mahoragas, humans, and non-humans are present. The great nāga king Ri Pal is the principal one. Furthermore, countless daughters of the gods of the desire realm are present. The daughter of the gods named Youthful Eye is the principal one. Furthermore, gods of the sky, rivers, oceans, springs, streams, medicine, trees, forests, houses, water, fire, wind, earth, mountains, palaces, and so on, countless gods, each gathered and assembled. Then, the bodhisattva Avalokiteśvara, secretly among many attendants, by means of miraculous power emitted rays of light, and the realms of the ten directions and this three-thousand great-thousand world realm also became golden in color. The celestial palaces, the nāga dwellings, and the palaces of the principal gods also shook violently. Rivers, lakes, great oceans, surrounding mountains, Mount Meru, earth mountains, and black mountains also shook violently. The light of the sun, moon, jewels, fire, stars, and planets was also subdued and became invisible. Then, the bodhisattva Kṣitigarbharāja, seeing these wondrous and marvelous signs, and marveling that such a thing had never happened before, arose from his seat, joined his palms, and said: "Bhagavan, who has emitted such miraculous signs?" Then, he requested with verses: "Who is it that now manifestly awakens? By emitting such great rays of light, the realms of the ten directions have become golden, and the great thousand world realm is likewise. Who is it that now has attained freedom? Having displayed wondrous and great miraculous power."

无量佛刹皆震动，天龙无数宫殿不安宁。不知是谁之威力，因缘未明了，众多眷属心生疑惑时，祈请世尊大慈悲，开示此等神通之因缘。世尊告菩萨观世自在王：善男子，汝当知，今此聚集之坛城中，有一菩萨摩诃萨，名观世音自在，彼于往昔无量劫来，已圆满具足大慈大悲，已修习并证得无数陀罗尼门。为利益安乐诸有情故，秘密示现如是广大神通威力。世尊如是开示已，菩萨观世音自在即从座起，整理衣衫，于世尊前合掌，如是禀白世尊：世尊，我有一陀罗尼咒，名为大悲心，能令众多有情获得利益安乐，能消除一切疾病，能令长寿，能令富饶丰足，能清净消除一切罪恶不善业及深重过患，能远离一切障碍魔难，能增长一切白法功德，能圆满一切善妙种子，能完全舍离一切怖畏恐惧，能迅速圆满一切希愿。为是义故，今欲宣说，祈请世尊慈悲垂念，恳请允许。世尊告言：善男子，汝以大悲心欲为有情利益安乐故，欲说明咒，今正当时，速说之，如来我及诸佛世尊亦皆随喜。

The immeasurable Buddha-fields were greatly shaken, and the countless palaces of gods and nagas became uneasy. Not knowing whose power it was, and not understanding the cause, the many attendants were filled with doubt. They requested the Blessed One to explain the cause of this miraculous power with his great compassion. The Blessed One spoke to the Bodhisattva King Who Holds All: "Son of good family, you should know that in this mandala gathering today, there is a Bodhisattva Mahasattva named Avalokiteśvara, the Lord of Power. From immeasurable eons ago, he has been fully endowed with great love and great compassion. He has practiced and realized countless doors of dharani. For the benefit and happiness of all sentient beings, he has secretly displayed such great miraculous power." After the Blessed One had spoken, the Bodhisattva Avalokiteśvara, the Lord of Power, rose from his seat, arranged his robes, and, with his palms joined, addressed the Blessed One: "Blessed One, I have a dharani mantra called the Great Compassionate Heart, which can bring benefit and happiness to many sentient beings, eliminate all diseases, grant long life, bestow wealth and abundance, purify and eliminate all sinful and unwholesome actions and heavy faults, separate from all obstacles and hindrances, increase all white dharma qualities, perfect all virtuous seeds, completely abandon all fears and terrors, and quickly fulfill all wishes. For this purpose, I wish to speak it now. Blessed One, please consider me with compassion and grant me permission." The Blessed One said: "Son of good family, because you wish to speak the vidya-mantra out of great compassion for the benefit and happiness of sentient beings, now is the time. Speak quickly, and the Tathagata, I, and all the Buddhas, the Blessed Ones, will also rejoice."
