At that time, in order to subdue the nagas, from the heart of Manjushri, the Wisdom Being, emanated the syllable "Phei" (ཕེ), at the boundary between the transcendent and non-transcendent realms, in the center of the ocean of the self-radiance of Dharma-nature, Manjushri manifested as Naga Rakara, and subdued all the nagas. The Wisdom Naga Demon has nine heads, and became the master of the mendicant Madman's Mouth, and also the master of all nagas. At that time, the venerable Manjushri, spoke the commentary on the hundred thousand tantras of the nagas, and dispelled the naga diseases of beings. Naga Rakara, in wrathful form, is called the Nine-Headed Naga Demon Lord of Death, holds the keys to all judgments, and is the guardian of the Buddha's teachings, known as the Black Yama Lord of Death. Its tantras and sadhanas are inconceivable.
