May the Phurba protectors grant their permission. Here, first, to inspire faith, I will tell the history. To increase joy, I will explain the benefits. Preparation, main part, and conclusion. The first is to identify the nature of the deity, the way the tantra is spoken, to which direction it belongs, and how the command was received. That is, the Blessed One, Vajrakumara, has no history of having become many emanations of this one. All the Buddhas are said to be the masters of the basis of emanation. From the Phurba Bhito Tantra: The Sugata is the master of dance. Whatever is desired is bliss. For the great lord of dance, The wise do not discriminate. It is said. In particular, Vajrasattva during the peaceful period, Vajravidāraṇa during the action tantras, Vajrapāṇi during the bodhisattva period, and Vajrakumara during the Nyingma period are said to be of the same essence. That is, in the charnel ground of the Akanishtha great secret play, which is perfect in place, When the Teacher, the Blessed One, the Lord of Activity, Vajrakumara, was dwelling in the samadhi of playing with activity, When the retinue, perfect in every way, the Buddhas of the five families, the hosts of wrathful deities, male and female, were dwelling together immeasurably, At the request of the bodhisattva Vajrapani and others, When the time was perfect and without limit, The Dharma, perfect in every way, the aggregation of activities, such as the Vajrakrodha Tantra, The Phurpa Bitotama Tantra, a hundred thousand sections, were spoken. Those tantras were the command gathered by the glorious Lord of Secrets and the dakini, the great sovereign of activity.

The iron box and the phurba descended into the hands of Pra Cin Hastī, the teacher of activity of the Humorous Tantra. Therefore, he became known as Pra Cin Hastī, the teacher of activity. In the midst of this, an iron scorpion with nine heads and nine eyes said, "I will be the refuge of helpless sentient beings! I will be the protector of the unprotected!" Having seen this, he went there every morning and evening, and from within the iron box emerged the tantras of the Vajrakila Bītotamāla Hundred Thousand Sections. Then, Orgyen Rinpoche requested Pra Cin Hastī, the abbot of Zahor, to bestow the Vajrakila empowerment. Pra Cin Hastī said, "I do not have the fortune to bestow the Vajrakila empowerment upon you. In the city of Heap of Skulls, a part of the Sosa continent in eastern India, there dwells a dakini called the Wheel of Unhappiness. Request her." As he went there according to the prophecy, on a triangular, dark blue, blazing seat in the charnel ground palace, he saw a dakini with one face and two arms, holding a khatvanga and a skull cup filled with blood, her hair reddish-black and standing on end, her face like a triangular homa pit opened wide, her two legs in a posture of stretching and contracting, adorned with a tiger skin skirt, a human skin, a garland of skulls, and the six ornaments, surrounded by a hundred thousand kotis of dakinis, loudly proclaiming the sound of Kīlaya. Having seen this, he requested the phurba empowerment. The master transformed the letter (Tibetan: ཧཱུྃ, Sanskrit Devanagari: हुं, Sanskrit Romanization: hūṃ, Chinese literal meaning: 吽) into the syllable Hūṃ, swallowed it into his mouth, and placed it in his skull for one night, bestowing the vase empowerment. He bestowed the secret name Vajra Skull Garland Power and placed it in his throat for one night.
