Acting to extinguish, and using the parts of each realm, such as the sky of the wisdom of the Dharmadhatu, to pacify all exhaustion. The glorious Tantra says: They, with the illusion of the Wheel of Time, the greatly illuminating great illusory body, the Vajra burning with radiating light, to the Asuras and humans dwelling in the desire realm, and to the form possessors with perfect enjoyment, and to the Arhats such as the victorious sons in the sky, with the Dharmakaya, with the part of emptiness, all of the three realms are pacified with emptiness, wind with the pacification of wind, the parts of fire with the pacification of fire, water also bestows upon beings, the parts of water, the parts of earth with the pacification of earth, the assembled realms with the nature of all phenomena, all are equal to the sky, this one nature is shown on the pure ground. Thus, becoming the Buddha's body, it is the nature of unique bliss, so it will not change. Also, like the glorious moon and the moon crystal, water arises from the nature of non-discrimination. Similarly, in the world, relying on the body aggregate of the Victorious One, the Dharma of omniscience flows. Water universally relies on the seed realm, and becomes equal in taste, thus the Dharmas, with the pure mind of sentient beings, transform into many forms, coming from the power of manifest karma. Similarly, in the Secret Inconceivable Sutra it is also said: As vast as the sky is, so vast are the body, speech, mind, wisdom, light, and activity that pervade it. Thus, wherever the sky pervades, there is Buddha, but sentient beings cannot see it due to karma, because they are obscured by their own two obscurations. The activity of one's own Alaya consciousness wisdom has not manifested. The Uttaratantra says: Thus, sentient beings possess it, but are stained by the defilements of afflictions, thus the Victorious One is also stained by the defilements of afflictions, thus the Victorious One has not separated from the defilements of afflictions, thus the Victorious One does not perform the work of benefiting beings in the three realms. The Ornament of the Sutras also says: Like the rays of the sun, are obscured by clouds, etc., thus the wisdom of the Buddhas, is obscured by the faults of sentient beings. Also, when a water container breaks, the moon

The image does not appear. Similarly, for evil sentient beings, the form of the Buddha will not appear. Thus it is said. The noble Nagarjuna said: Sentient beings with afflictions do not see the Tathagata, just as hungry ghosts see the ocean as dried up. Likewise, obscured by ignorance, they posit that there are no Buddhas. What can the Bhagavan do for the wicked, those with little merit? This is the meaning of what was said. For those who have accumulated merit through meditation and so on, to the extent that the obscurations are removed, to that extent the Buddha residing within oneself will become manifest. The noble Nagarjuna said: For sentient beings who have accumulated merit, radiant with light and splendor, with the thirty-two marks blazing, the Buddha resides before them. This is the meaning of what was said. The Bodhisattva Sadāprarudita (Always Weeping) said thus. Because it is so, for the wisdom that has cleared away delusion, various sufferings of illusory appearances do not arise, and for sentient beings oppressed by delusion, the perfection of pure appearances will certainly not arise. The meaning of what is widely known as appearance and emptiness being inseparable is: both truths are inseparable in appearance and emptiness, without difference, and the way of appearance and the way of emptiness are not the same. Conventional truth appears to the conceptual consciousness, while ultimate truth appears to wisdom. Although conventional truth appears to the conceptual consciousness in various ways, because it is an illusion, ultimate truth is emptiness. Although ultimate truth appears to wisdom in various ways, because it appears only as clear light, conventional truth is empty, without illusory entities. Dreams and illusions, etc., are said to be examples of the two truths being inseparable in appearance and emptiness, but the way of applying the examples is different. When it is taken as an example of conventional truth, then wherever it appears, the entity of that thing is not real, like a dream, like an illusion. When it is taken as an example of ultimate truth, then in self-aware wisdom, although various forms of the container and its contents appear, that conventional entity does not exist, like a dream, like an illusion. Thus, conventional truth is conceptual consciousness, appearance and emptiness are like illusions. Ultimate truth is wisdom, appearance and emptiness are like illusions.
