He is a quarrel-maker, a strife-maker, a dispute-maker, a gossip-maker, a maker of legal issues in the Saṅgha; he is foolish, unskilled, prone to offenses, without a good reputation; he lives associated with laypeople, with inappropriate lay associations – by these, indeed, monks, for a bhikkhu endowed with three factors, if the Saṅgha wishes, it may perform an act of suspension. And by others, monks, for a bhikkhu endowed with three factors, if the Saṅgha wishes, it may perform an act of suspension. He is deficient in higher morality, he is deficient in conduct, he is deficient in higher view – by these, indeed, monks, for a bhikkhu endowed with three factors, if the Saṅgha wishes, it may perform an act of suspension. And by others, monks, for a bhikkhu endowed with three factors, if the Saṅgha wishes, it may perform an act of suspension. He speaks dispraise of the Buddha, he speaks dispraise of the Dhamma, he speaks dispraise of the Saṅgha – by these, indeed, monks, for a bhikkhu endowed with three factors, if the Saṅgha wishes, it may perform an act of suspension. No act should be done. Monks, for three bhikkhus, if the Sangha wishes, it should perform an act of relegation. One is a quarrel-maker, a strife-maker, a dispute-maker, a gossip-maker, a cause of legal issues in the Sangha; one is foolish, unskilled, prone to many offenses, not remorseful; one dwells associated with laypeople, with inappropriate lay associations – Of these three bhikkhus, monks, if the Sangha wishes, it should perform an act of relegation. And for other three bhikkhus, monks, if the Sangha wishes, it should perform an act of relegation. One is corrupt in higher morality; one is corrupt in conduct; one is corrupt in higher view – Of these three bhikkhus, monks, if the Sangha wishes, it should perform an act of relegation. And for other three bhikkhus, monks, if the Sangha wishes, it should perform an act of relegation. One speaks dispraise of the Buddha; one speaks dispraise of the Dhamma; one speaks dispraise of the Sangha – Of these three bhikkhus, monks, if the Sangha wishes, it should perform an act of relegation. The Section on "If it wishes" is finished. The Eighteen Duties Monks, by a bhikkhu on whom an act of relegation has been performed, one should behave properly. Herein is this proper behavior: He should not give ordination. He should not give dependence. He should not attend to a novice. He should not accept the appointment as an instructress of bhikkhunis. Even if appointed, he should not instruct bhikkhunis. The offense for which the Sangha has performed the act of relegation, that offense should not be committed, nor one similar to it, nor one worse than it; the act should not be disparaged, those who performed the act should not be disparaged. He should not suspend the Uposatha of a bhikkhu in good standing. He should not suspend the Pavāraṇā. He should not make a declaration.
