Further, monks, an act of rebuke endowed with three factors is an unlawful act, and an un-Vinaya act, and poorly settled. It is done for no offense, it is done unlawfully, it is done by a faction — By these three factors, monks, an act of rebuke, when endowed, is an unlawful act, and an un-Vinaya act, and poorly settled. Further, monks, an act of rebuke endowed with three factors is an unlawful act, and an un-Vinaya act, and poorly settled. It is done for an offense not leading to confession, it is done unlawfully, it is done by a faction — By these three factors, monks, an act of rebuke, when endowed, is an unlawful act, and an un-Vinaya act, and poorly settled. Further, monks, an act of rebuke endowed with three factors is an unlawful act, and an un-Vinaya act, and poorly settled. It is done for an offense already confessed, it is done unlawfully, it is done by a faction — By these three factors, monks, an act of rebuke, when endowed, is an unlawful act, and an un-Vinaya act, and poorly settled. Further, monks, an act of rebuke endowed with three factors is an unlawful act, is an unvinaya act, and poorly settled. It is done without reproving, it is done unrighteously, it is done by a faction – Monks, a censure act endowed with these three factors is an unrighteous act, an unvinaya act, and poorly settled. Again, monks, a censure act endowed with three factors is an unrighteous act, an unvinaya act, and poorly settled. It is done without consulting, it is done unrighteously, it is done by a faction – Monks, a censure act endowed with these three factors is an unrighteous act, an unvinaya act, and poorly settled. Again, monks, a censure act endowed with three factors is an unrighteous act, an unvinaya act, and poorly settled. It is done without charging an offense, it is done unrighteously, it is done by a faction – Monks, a censure act endowed with these three factors is an unrighteous act, an unvinaya act, and poorly settled. The twelve unrighteous acts are concluded. The twelve righteous acts 5. Monks, a censure act endowed with three factors is a righteous act, a vinaya act, and well-settled. It is done in person, it is done after questioning, it is done with acknowledgment – Monks, a censure act endowed with these three factors is a righteous act, a vinaya act, and well-settled. It is done concerning an offense, it is done concerning an offense that leads to confession, it is done concerning an unconfessed offense – Monks, a censure act endowed with these three factors is a righteous act, a vinaya act, and well-settled. Again, monks, a censure act endowed with three factors is a righteous act, a vinaya act, and well-appeased. It is done after admonishing, It is done after reminding, It is done after charging with an offense – By these three factors, bhikkhus, a censure action is a righteous action, a Vinaya action, and well-appeased. And further, bhikkhus, by three factors a censure action is a righteous action, a Vinaya action, and well-appeased. It is done in the presence, It is done according to the Dhamma, It is done by consensus – By these three factors, bhikkhus, a censure action is a righteous action, a Vinaya action, and well-appeased. And further, bhikkhus, by three factors a censure action is a righteous action, a Vinaya action, and well-appeased. It is done after questioning, It is done according to the Dhamma, It is done by consensus – By these three factors, bhikkhus, a censure action is a righteous action, a Vinaya action, and well-appeased. It is done after the offense has been declared, it is done according to Dhamma, it is done by a unanimous Sangha – with these three factors, monks, a censure action is a Dhamma action, a Vinaya action, and well-settled. Again, monks, a censure action, endowed with three factors, is a Dhamma action, a Vinaya action, and well-settled. It is done after being admonished, it is done according to Dhamma, it is done by a unanimous Sangha – with these three factors, monks, a censure action is a Dhamma action, a Vinaya action, and well-settled. Again, monks, a censure action, endowed with three factors, is a Dhamma action, a Vinaya action, and well-settled. It is done after being reminded, it is done according to Dhamma, it is done by a unanimous Sangha – with these three factors, monks, a censure action is a Dhamma action, a Vinaya action, and well-settled. It is done after an offense has been imputed, it is done according to Dhamma, it is done by a unanimous Sangha – with these three factors, monks, a censure action is a Dhamma action, a Vinaya action, and well-settled. The twelve Dhamma actions are concluded. The Six to be Desired Monks, if a bhikkhu is endowed with three factors, the Sangha, if it wishes, may carry out a censure action. He is a quarrel-maker, a strife-maker, a dispute-maker, a gossip-maker, a maker of legal questions in the Sangha; he is foolish, inexperienced, frequent in offenses, unrepentant; he associates with laypeople. He lives associating with laypeople in an unfitting way. A bhikkhu endowed with these three qualities, monks, if the Saṅgha wishes, may carry out the act of rebuke. And further, monks, a bhikkhu endowed with three qualities, if the Saṅgha wishes, may carry out the act of rebuke. He is deficient in higher virtue, deficient in conduct, deficient in view. A bhikkhu endowed with these three qualities, monks, if the Saṅgha wishes, may carry out the act of rebuke. And further, monks, a bhikkhu endowed with three qualities, if the Saṅgha wishes, may carry out the act of rebuke. He speaks dispraise of the Buddha, speaks dispraise of the Dhamma, speaks dispraise of the Saṅgha. A bhikkhu endowed with these three qualities, monks, if the Saṅgha wishes, may carry out the act of rebuke. For three bhikkhus, monks, if the Saṅgha wishes, may carry out the act of rebuke. One is a quarrel-maker, a strife-maker, a dispute-maker, a contention-maker, a creator of legal cases in the Saṅgha; one is foolish, incompetent, prone to offenses, unrepentant; one lives associating with laypeople in an unfitting way. For these three bhikkhus, monks, if the Saṅgha wishes, may carry out the act of rebuke. And further, monks, for three bhikkhus, if the Saṅgha wishes, may carry out the act of rebuke. One is deficient in higher virtue, one is deficient in conduct, one is deficient in view. For these three bhikkhus, monks, if the Saṅgha wishes, may carry out the act of rebuke. And further, monks, for three bhikkhus, if the Saṅgha wishes, may carry out the act of rebuke. One speaks dispraise of the Buddha, one speaks dispraise of the Dhamma, one speaks dispraise of the Saṅgha. For these three bhikkhus, monks, , if the Saṅgha wishes, it may perform the act of rebuke. The chapter on wishing is finished. The Eighteen Duties 7. “A bhikkhu who has been rebuked must behave properly, monks. And this is the proper behavior: He must not give ordination, he must not give dependence, he must not attend to a novice, he must not accept appointment as an instructress of nuns, and if appointed, he must not instruct nuns. The offense for which the Saṅgha performed the act of rebuke must not be committed again, nor any similar offense, nor any worse than that. The act must not be disparaged, the performers of the act must not be disparaged. He must not set aside the Uposatha of a blameless bhikkhu, he must not set aside the Pavāraṇā, he must not engage in conversation, he must not initiate a dispute, he must not make an opportunity, he must not be blamed, he must not be reminded, he must not associate with bhikkhus.” The eighteen duties in the act of rebuke are finished. The Eighteen Not-to-be-Annulled 8. Then the Saṅgha performed the act of rebuke on the bhikkhus Paṇḍu and Lohitaka. Having been rebuked by the Saṅgha, they behaved properly, they shed their hair, they behaved in a way that leads to release. They approached the bhikkhus and said this: “Friends, having been rebuked by the Saṅgha, we are behaving properly, we are shedding our hair, we are behaving in a way that leads to release. How, then, should we proceed?” The bhikkhus reported this matter to the Blessed One… “In that case, monks, the Saṅgha should annul the act of rebuke on the bhikkhus Paṇḍu and Lohitaka. Monks, the act of rebuke on a bhikkhu endowed with five qualities must not be annulled.
