no communion with the Sangha. This is the motion. 'May the Sangha, Venerables, listen to me. This monk Channa, having committed an offense, does not wish to atone for the offense. The Sangha performs an act of suspension against the monk Channa, for not atoning for his offense— no communion with the Sangha. Whoever among the Venerables approves of the suspension of the monk Channa, for not atoning for his offense...' the performance of the act – no communion with the Sangha. He should be silent. Whoever does not approve, he should speak. A second time I declare this matter... A third time I declare this matter. Let the Sangha, venerable sirs, hear me. This bhikkhu Channa, having committed an offense, does not wish to atone for the offense. The Sangha performs the act of suspension for bhikkhu Channa, for not atoning for the offense – no communion with the Sangha. Whoever of the venerable ones approves of the performance of the act of suspension for bhikkhu Channa, for not atoning for the offense – no communion with the Sangha, he should be silent. Whoever does not approve, he should speak. The Sangha has performed the act of suspension for bhikkhu Channa, for not atoning for the offense – no communion with the Sangha. The Sangha approves, therefore it is silent. Thus I hold this to be. And, bhikkhus, proclaim from residence to residence: 'Bhikkhu Channa, by the Sangha, for not atoning for the offense, has been subjected to the act of suspension – no communion with the Sangha.' The Twelve Unlawful Acts 57. Bhikkhus, endowed with three factors, an act of suspension for not atoning for an offense is an unlawful act, an un-Vinaya act, and poorly appeased. It is done for an offense not leading to confession. It is done for an offense that has been confessed... It is done without admonishing. It is done without reminding. It is done without charging with an offense... It is done without presence. It is done unlawfully. It is done by a faction... Done without questioning, Done unlawfully, Done by a faction. Done without admission, Done unlawfully, Done by a faction. Done for no offense, Done unlawfully, Done by a faction. Done for an offense not requiring confession, Done unlawfully, Done by a faction. Done without charging an offense, Done unlawfully, Done by a faction – Monks, endowed with these three factors, An act of suspension for non-rectification of an offense Is an unlawful act, Is an undisciplined act, And is badly settled. Done in presence, Done with questioning, Done with admission – Monks, endowed with these three factors, An act of suspension for non-rectification of an offense Is a lawful act, Is a disciplined act, And is well settled. "And again, Monks, endowed with three factors, An act of suspension for non-rectification of an offense Is a lawful act, Is a disciplined act, And is well settled. Done for an offense, Done for an offense requiring confession, Done for an offense not yet confessed. Done with accusation, Done with reminding, Done with charging an offense. Done in presence, Done lawfully, Done by consensus. Done with questioning, Done lawfully, Done by consensus. Done with admission, Done lawfully, Done by consensus. It is done, it is done according to Dhamma, it is done by the united Sangha…pe… It is done concerning an offense, it is done according to Dhamma, it is done by the united Sangha…pe… It is done concerning an offense that leads to confession, it is done according to Dhamma, it is done by the united Sangha…pe… It is done concerning an unconfessed offense, it is done according to Dhamma, it is done by the united Sangha…pe… It is done after questioning, it is done according to Dhamma, it is done by the united Sangha…pe… It is done after reminding, it is done according to Dhamma, it is done by the united Sangha…pe… It is done after charging with an offense, it is done according to Dhamma, it is done by the united Sangha – Monks, when an act of suspension for non-remedy of an offense is endowed with these three factors, it is an act according to Dhamma, it is an act according to Vinaya, and it is well-settled. Suspension for non-remedy of an offense. The Twelve Dhamma-Acts are finished. The Six Desired Things 59. Monks, if a monk is endowed with three factors, the Sangha, if it wishes, may perform an act of suspension for non-remedy of an offense. He is a maker of quarrels, a maker of disputes, a maker of contention, a maker of strife, a maker of legal cases in the Sangha; he is foolish, inexperienced, prone to offenses, unrepentant; he dwells in association with laypeople, with inappropriate lay associations – Monks, if a monk is endowed with these three factors, the Sangha, if it wishes, may perform an act of suspension for non-remedy of an offense. Monks, if a monk is endowed with other three factors, the Sangha, if it wishes, may perform an act of suspension for non-remedy of an offense. He is deficient in higher virtue, he is deficient in conduct, he is deficient in higher view – Monks, if a monk is endowed with these three factors, the Sangha, if it wishes, may perform an act of suspension for non-remedy of an offense. Monks, if a monk is endowed with other three factors, the Sangha, if it wishes, may perform an act of suspension for non-remedy of an offense. For not acknowledging an offense, he may carry out the act of suspension. He speaks dispraise of the Buddha, he speaks dispraise of the Dhamma, he speaks dispraise of the Saṅgha – with these three qualities, monks, a bhikkhu endowed, if the Saṅgha wishes, for not acknowledging an offense, may carry out the act of suspension. Of three bhikkhus, monks, if the Saṅgha wishes, for not acknowledging an offense, may carry out the act of suspension. One is a quarrel-maker, a strife-maker, a dispute-maker, a gossip-maker, a maker of legal questions in the Saṅgha; one is foolish, unskilled, prone to many offenses, unrepentant; one dwells associated with laypeople, with inappropriate associations with laypeople – of these three bhikkhus, monks, if the Saṅgha wishes, for not acknowledging an offense, may carry out the act of suspension. Also of three other bhikkhus, monks, if the Saṅgha wishes, for not acknowledging an offense, may carry out the act of suspension. One is morally corrupt in higher morality, one is corrupt in conduct in higher conduct, one is corrupt in view in higher view – of these three bhikkhus, monks, if the Saṅgha wishes, for not acknowledging an offense, may carry out the act of suspension. Also of three other bhikkhus, monks, if the Saṅgha wishes, for not acknowledging an offense, may carry out the act of suspension. One speaks dispraise of the Buddha, one speaks dispraise of the Dhamma, one speaks dispraise of the Saṅgha – of these three bhikkhus, monks, if the Saṅgha wishes, for not acknowledging an offense, may carry out the act of suspension. By a bhikkhu, monks, who has been subjected to the act of suspension for not acknowledging an offense, proper conduct should be observed.
